The 33rd ASEAN Summit and related summits, which are to be held at Suntec Singapore International Convention and Exhibition Centre (Suntec) from 13 to 15 November 2018, have been declared as an ‘Enhanced Security Special Event’ under the Public Order Act.

This was announced by Singapore Police Force (SPF) on Monday (5 November), stating that the area around Suntec has correspondingly been designated as an Enhanced Security Special Event Area from 13 to 15 November 2018. To ensure public safety and security, the Police will put in place strict security measures within this area.

The Enhanced Security Special Event Area (outlined in blue) is bounded by the following (commencing from the southern-most point and proceeding in a clockwise manner), which are Fullerton Road, Connaught Drive, St Andrew’s Road, Stamford Road, Victoria St, Bras Basah Road, Bencoolen St, Rochor River, Syed Alwi Road, Beach Road, Java Road,  Nicoll Highway, and Shoreline of the Marina Promenade.

The police also announced a list of prohibited items within the Enhanced Security Special Event Area, noting that  it is an offence to take any prohibited item into this area.

The police stated that it will conduct checks on persons for such items within the Enhanced Security Special Event Area. Anyone found in possession of such items may be arrested and upon conviction, be liable to a fine not exceeding $20,000, an imprisonment term not exceeding 12 months, or to both. The items will also be seized.

Unmanned Aerial Vehicles (UAVs), commonly known as drones, are also prohibited within the Enhanced Security Special Event Area.

The police said that it is an offence to bring in or fly any UAVs in the Enhanced Security Special Event Area, as well as flying a UAV outside of the Enhanced Security Special Event Area in a manner that disrupts, interferes with, delays or obstructs the conduct of the event.

Offenders may be arrested and upon conviction, be liable to a fine not exceeding $20,000, an imprisonment term not exceeding 12 months, or to both. The UAV will also be seized.

Organisers of all public assemblies and processions within the Enhanced Security Special Event Area, whether indoors or outdoors, must apply for permits from the Police at SPF website.

The Police added that it had also demarcated a Special Zone within the Enhanced Security Special Event Area for additional security checks. Security checks and screening may be conducted on persons and vehicles entering, or within, the Special Zone. The Police will also have the powers to refuse entry into the Special Zone, or remove a person from the Special Zone, if necessary.

The Special Zone (outlined in blue) is bounded by the following (commencing from the southern-most point and proceeding in a clockwise manner), which are Raffles Blvd, Nicoll Highway, Rochor Road, and Raffles Blvd.

The police stressed that it seek the cooperation of the public to comply with all orders issued by Police officers. Anyone who engages in activities that can compromise security within the Enhanced Security Special Event Area and the Special Zone will be dealt with firmly, in accordance with the law.
