Singapore’s Ministry of Heath has announced that with effect from 28 November 2014 (Friday), shisha will be banned in Singapore in view of the health risks associated with shisha smoking and to prevent the proliferation and entrenchment of shisha smoking in Singapore
The announcement made on Thursday, states that the ban of sale and import will be put into effect via the publication of the Prohibited Tobacco Products Regulations made under Section 15 of the Tobacco (Control of Advertisements and Sale) Act.
This come after a review of the regulatory framework for shisha over the past year by the Ministry of Health, with a view to strengthening the control of shisha.
The ministry added that as a transitional measure, existing licensed tobacco importers and retailers who import or sell shisha tobacco will be allowed to continue importing and retailing shisha tobacco until 31 July 2016. This is to allow them ample time to deplete their stock and restructure their businesses away from shisha.

On 4 November this year, Parliamentary Secretary to the Minister for Health, Assoc Prof Dr Muhammad Faishal Ibrahim said in parliament, “shisha smoking is no less harmful to health as other forms of tobacco use. According to the World Health Organization (WHO), a typical session of shisha smoking involves the inhalation of smoke that is equivalent to smoking 100 or more cigarettes. This exposes the shisha smoker to high levels of harmful smoke toxicants including tar, carbon monoxide and nicotine.”

Dr Muhammad Faishal added that the misconception that shisha smoking is less harmful and addictive due to its sweet smelling smoke and water filtration coupled with social nature of shisha smoking have contributed to an increase in shisha smoking globally, particularly among young people. This raises further concerns to the Health ministry that shisha smoking may serve as a gateway to cigarette smoking.
Any person who contravenes the ban shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 6 months or to both and, in the case of a second or subsequent conviction, to a fine not exceeding $20,000 or to imprisonment for a term not exceeding 12 months or to both.
The ministry call upon members of the public who have information on the import, distribution, sale or offer for sale of shisha tobacco by unlicensed operators may call the reporting line (Tel: 66842036 or 66842037) during office hours.

25本地公民组织联署声明 国家应容许“真诚分歧”捍卫言论自由

25个本地网络媒体、群组和公民组织,包括本社、情义之家、第八功能、MARUAH、CARE等发表联署声明,呼吁新加坡社会应容许“真诚分歧”,并检讨现有限制言论自由的法律规章。 声明表示,公民群体高度关注本地社运分子范国瀚面对的多项控状。2017年,范国瀚被指涉非法集会、破坏公物,且拒绝签署警方口供而被提控。当时本地有六家非政府组织发文声援、6533人联署,并呼吁捍卫言论自由。 此后,多个东南亚和国际组织,都呼吁我国政府撤销掉对范国瀚的诉讼,包括:欧盟国家的一些议员、马国52家公民社会组织、联合国人权委会、人权观察组织、国际特赦组织、CIVICUS、国际法律家委员会、言论自由维权组织“ARTICLE 19”、东盟国会议员支持人权组织(APHR)和亚洲论坛等。 来自各地的声援声浪,再再说明对范的起诉,已经违反了社会共同的愿景,即不论本土公民、非公民居民和海外盟友,都拥有集会、串联、和平抗议、言论和书写的自由,以及能公开辩论棘手课题。 “如果言论自由仅限于芳林花园,那就不是真正的自由。” 即便面对要求撤销范国瀚诉状的舆论和呼声,但是后者还是面对判决。此外,他还因为声援被控被控刑事诽谤的《网络公民》总编许渊臣,在法庭前举起一张A4纸拍照,也因此被警方援引《公共秩序法》调查。 声明指出,对范的控状,如同对公共自由的严重钳制,使得民间追求变革和为不公发声的能力被打压。 “即便政府不认同、不愿接受,我们仍有表达真相的自由,并且为共同关注的课题坦诚交流和行动。” 应容许“真诚的分歧” 诚如非选区议员特斯拉所言,健全的社会必须容许“真诚的分歧”。但是假借公共秩序、防止外国干预或藐视法庭之名,实则打压言论自由的法律规章,都应该严谨检讨。 声明称,过去范国瀚把心血都花在本土各项人权和社会议题,他所表达的关注,其实和所有国人息息相关,而对范的诉讼对国人来说不是好现象。声援范国瀚,也正是共同捍卫国人得以免于恐惧和自由的生活。…

想玩PS4游戏机? 马国男童自己卖芒果汁赚钱!

马来西亚一名10岁男童想玩PS4(家用电子游戏机),尽管要求父母购买而遭拒,但却也无法磨灭他对PS4的渴望,打算自己卖芒果汁赚钱购买,殊不知因为姐姐帮他宣传的推文却引发,竟然还打动了球星沙法威,打算直接送他一部! 据马媒报道,男童是来自蒲种的丹尼斯(Danish Izzudin),在请求父母购买PS4不遂后,决定卖“芒果汁”,将攒下来的钱购买自己心爱的游戏机。 而姐姐沙丽(Sally Nur Dinie)也助他一臂之力,在推特上发文帮忙宣传, “我十岁的弟弟为了要买PS4,现在正在售卖纯芒果汁赚钱。我帮他找了一位客户跟他买了六支,你看他脸上的笑容多灿烂!” 姐姐指出,每支纯芒果汁仅售价三令吉(约新币一块钱!),而且可以在雪州蒲种区内免费送货。帖文一出引发诸多网友的关注,截至目前,已获得逾1万次转发。 姐姐随后接受采访时表示,丹尼斯在无法达到母亲的条件,没得买PS4后,他就更想要了。 没达到考好成绩目标 “他从去年开始就要求妈妈买PS4,不过妈妈开出条件,必须考好成绩才同意,可惜他无法达到指定目标。爸爸建议他制作和售卖芒果汁,因为妈妈也是在做着腌芒果的生意。” 据马国媒体星洲《百格》报道,姐姐也说,弟弟自去年与母亲有了约定,但考试成绩始终没有达到预期目标,因此比以往更有坚定的决心要实现买PS4游戏机的目标。…
