The Aljunied-Hougang-Punggol East Town Council announced in a press release that the town council (TC) has received a summons to attend court today in relation to the Lunar New Year Flora and Community Fair held at Hougang Central Hub, a venue under its management.
National Environment Agency (NEA) visited the fair on Tuesday night, located in front of Hougang Mall and told stallholders that they should not continue to operate there without a licence and issued summons to stallholders and workers at the fair.
The fair had commenced earlier on 10 January 2014.
The TC claims that it initiated communications with the over its intention to run the event since 20 December 2013, with the nature of the community fair and the benefit to residents clearly stated.
It added that apart from the summons against the TC as the organizer of the fair, NEA has also issued notices to attend court and to pay fines to residents and their family members assisting there on 28, 29 and 30 January 2014.
The TC expressed that it would not be appropriate for it to comment further on the matter at this time, as the case against the TC is fixed for court mention on 18 February 2014.

国家发展部长李智陞透露国家公园管理局自去年6月来,共发出38警告,对一名喂养野生动物人士罚款。 喂养野生动物向来都是社会热议的课题,为了遏制人们持续喂养野生动物,自去年6月《野生动物法》修正案以来,一旦发现喂养动物,初犯将会面临最高5千元的罚金。 义顺集选区议员黄国光则质问,国家公园管理自去年6月以来,共发出多少警告,以及有多少执法人员专注在执行禁止喂养野生动物的法律,多少人员则专注于推广法律。 对此,李智陞答复议员质询,国家公园管理局的各单位将各尽其职,共同努力实施各项法案,包括野生动物法所禁止的喂养动物法案。 而另名议员迪舒沙则质询有关如何在居民区减少目击野生动物的可能,居民的作用为何。对此,李智陞则表示人类的喂养导致了野生动物离开自然栖息地的原因,这也是经常在居民区目击到野生动物的主要原因。 通过不当的废物管理或乱扔垃圾、无意识地喂养,均会吸引野生动物闯入居民区。因此国家公园管理局也正与其他公共机构,非政府组织合作,进行公共教育。 此外,国家公园管理局也正在监测一些喂养热点,必要时将采取执法行动,并与市镇会合作,确保妥善处理废物。 李智陞指,人类能够与野生动物和平共处,但不是靠喂养的方式,应该是要定时保持住宅干净,以及敬畏与远观野生动物。 若发现任何喂养行为,公众可透过24小时的求助热线1800-476-1600反映。
