人权观察组织抨击 新加坡言论自由进一步收紧

人权观察组织(HRW)于昨日发文告,抨击新加坡政府对国内原已受限的言论自由,施加更多的钳制。

文告提及去年10月生效的《防假消息法》,让我国部长可以宣布某个网络贴文为“假消息”,并发出指示要求更正。若不遵从可招致刑事惩处。

人权观察亚洲区副主任菲尔.罗宾逊(Phil Robertson)批评,新加坡长期来不容忍言论自由,而有关防假消息法恐将用以让异议人士沉默。仅仅是该法的存在,就足以让那些网络异议自我审查。

去年11月下旬,前进党毕博渊(Brad Bowyer)成为《首位被政府援引上述法令,要求更正贴文的人士。紧接着,包括来自澳洲的脸书专页State Times Review(STR)、新加坡民主党和人民之声党领袖林鼎律师,都相续被相关部门要求更正网络贴文。

此外,文告抨击新加坡当局也用现有法律来惩罚参与和平表达异见或参与集会者,诸如社运份子、律师、网络媒体都面对检控、刑事诉讼等,例如范国瀚和民主党党要陈两裕,因为脸书贴文于去年10月被判藐视法庭罪成立。

文告也提及本社总编许渊臣,因为一篇文章被总理李显龙以诽谤罪起诉。

再者,范国瀚在2016年曾邀请邀请香港“黄雨伞运动”中的学运领袖黄之锋,透过Skype与现场观众连线对谈交流。但活动被指是无准证集会,结果被罚2000元或10日监禁。加之拒绝签口供,合共被罚款3200元。

此外,文告批评我国仍保留死刑、处刑期限也缺乏透明;去年7月有近10位囚犯的特赦申请被新加坡总统驳回,震惊律师界。

性少数(LGBT)权益方面,男同之间自愿性关系仍未除罪化,文告也指有关性少数群体的报导或在群众中的描绘仍受到系统性审查。不过去年11月,法院则听取了三项针对刑事法典377A的宪法挑战。

对于外籍客工,文告认为一些客工仍面对劳工权益被侵蚀,有者因欠下代理债务而被剥削或限制行动。去年8月,包括新加坡在内的六个国家都选择不参与《暴力与骚扰公约2019》表决。
