Lianhe Zaobao reports AIC CEO Dinesh Vasu Dash to resign ahead of GE

Dinesh Vasu Dash, Chief Executive Officer of the Agency for Integrated Care (AIC), is set to step down soon, according to a report by Chinese-language state media Lianhe Zaobao. The report suggests that he may contest in the upcoming general election.

When queried by Zaobao, AIC stated that “Dinesh continues to lead the agency,” without providing further details regarding his departure.

AIC was formed as an independent corporate entity under MOH Holdings (MOHH) to work with stakeholders and partners in developing the Community Care Sector.

Dinesh was appointed as AIC CEO last year. Prior to this, he served as Group Director of the Operations Group at The Ministry of Health (MOH) from 20 July 2020.

In that role, he was responsible for translating the ministry’s strategic goals into operational plans and overseeing Singapore’s preparedness for emerging infectious diseases, civil disasters, and national emergencies.

During the Covid-19 pandemic, he led efforts to execute Singapore’s nationwide vaccination programme.

In recognition of his contributions, he was awarded the Public Service Star (Covid-19), an honour given to individuals who played a significant role in managing the crisis.

Before joining MOH, Dinesh served in the Singapore Armed Forces (SAF) for over 27 years, attaining the rank of Brigadier-General.

He held key leadership positions, including Commander of the 2nd People’s Defence Force and Director of MINDEF’s Information Directorate from 2014 to 2016, where he shaped the ministry’s public communication policies.

According to Dinesh’s LinkedIn profile, he holds a Master of Science in Defence Technology from Cranfield University and a Master of Business Administration from Nanyang Technological University.

He obtained his undergraduate degree in Electrical and Electronic Engineering from the National University of Singapore in 1997.

Wave of Civil Servant Resignations ahead of GE2025

Dinesh’s departure comes amid a wave of resignations from senior civil servants.

On 25 March alone, at least four officials announced their resignation from public service.

Shawn Loh, who played a key role in overseeing Singapore’s last two national budgets, will leave the public service on 6 April.

Meanwhile, Second Permanent Secretary Jeffrey Siow from the Ministries of Manpower and Trade and Industry, Permanent Secretary for Finance Tan Ching Yee, and Goh Hanyan, a director in the Smart Nation Strategy Office, have also stepped down.

Earlier, Deputy Secretary (Policy) Jasmin Lau from the Ministry of Health and Director for Private and Future Mobility Foo Cexiang from the Ministry of Transport had also resigned.

The resignations have drawn public attention, as speculation grows over whether some of these former civil servants might enter politics ahead of the widely expected 2025 general election.

However, there has been no official confirmation regarding their political intentions.

Notably, state media CNA reported that Goh Hanyan was spotted earlier on 17 March at a Meet-the-People Session in the PAP’s Zhenghua branch, within the Holland-Bukit Timah Group Representation Constituency (GRC).

The current Member of Parliament for Zhenghua ward, Edward Chia, was himself a political newcomer in the last general election.

NMPs and senior officials step down ahead of GE2025

Beyond the latest retirements in public service sector, several high-profile figures have also stepped down recently.

On 14 February, former Nominated Members of Parliament (NMPs) Raj Joshua Thomas and Syed Harun Alhabsyi resigned from their roles.

Their departures marked the first time NMPs had resigned before the end of their term, sparking speculation that they intend to contest the upcoming general election.

Separately, on 25 February, the Ministry of Defence (MINDEF) announced that Chief of Army Major-General David Neo would be stepping down after nearly 30 years of service.

The ruling People’s Action Party (PAP) has a long-standing tradition of recruiting political candidates from the public sector.

Experienced administrators are often seen as being well-prepared for high office, but civil servants must resign before engaging in political activity.
