Brigadier-General Cai Dexian to take over as Chief of Army on 21 March 2025
Brigadier-General (BG) Cai Dexian will assume the role of Chief of Army (COA) on 21 March 2025, succeeding Major-General (MG) David Neo. This leadership transition is part of the Singapore Armed Forces’ ongoing renewal process, according to the Ministry of Defence (MINDEF). MG Neo has served as COA since 10 March 2022.

SINGAPORE: Brigadier-General (BG) Cai Dexian, currently Commander of the 3rd Singapore Division, will take over as Chief of Army (COA) from Major-General (MG) David Neo on 21 March 2025.
This leadership transition is part of the ongoing renewal process within the Singapore Armed Forces (SAF), according to the Ministry of Defence (MINDEF).
MG Neo, 47, has served as COA since 10 March 2022 and is the first Commando officer to hold the position.
He joined the SAF in 1996 and has held various command and staff appointments, including leadership of the First Battalion Singapore Guards, 2nd Singapore Infantry Brigade, and 3rd Singapore Division.
His staff roles have included Head of the Joint Plans and Transformation Department, Director of Joint Operations, and Deputy Secretary (Technology) in MINDEF.
Under MG Neo’s leadership, the Singapore Army maintained high operational readiness, expanded its capabilities, and enhanced interoperability with government agencies.
He played a pivotal role in implementing the Army 2040 transformation plan, introducing new warfighting concepts, improving inter-service integration, and overseeing the acquisition of advanced military systems.
During his tenure, the Singapore Army resumed large-scale local and overseas training exercises following the COVID-19 pandemic and strengthened military cooperation with regional and global partners.
Key operations under his leadership included the disposal of one of the largest wartime bombs discovered in Singapore and the delivery of humanitarian aid to Gaza.
BG Cai, 40, joined the SAF in 2003 as an SAF Overseas Scholar and is an Armour Officer by vocation.
He has held multiple senior command and staff roles, including Commanding Officer of the 48th Battalion Singapore Armoured Regiment, Commander of the 8th Singapore Armoured Brigade, Head of the Joint Plans and Transformation Department, and Director of Personnel Policy.
As Commander of the 3rd Singapore Division, he has led capability development and force transformation efforts for the SAF.
Among his notable contributions, BG Cai played a key role in establishing the SAF’s Digital and Intelligence Service and formulating the SAF 2040 long-term plan.
In 2012, he was deployed to Afghanistan as part of the SAF’s contribution to international reconstruction efforts.
MINDEF has expressed deep appreciation for MG Neo’s leadership and service, acknowledging his contributions to strengthening the Singapore Army’s capabilities and readiness.
