Progress Singapore Party volunteer files police report alleging harassment during walkabout
PSP volunteer Stella Stan Lee has filed a police report alleging harassment by individuals during a walkabout in Choa Chu Kang GRC on 4 January 2025. She claims she was followed, filmed at close range, and had her privacy violated.

Progress Singapore Party (PSP) volunteer Stella Stan Lee has filed a police report alleging harassment and intimidation by unknown individuals during a walkabout in Choa Chu Kang GRC on Saturday, 4 January 2025.
The report, lodged on 5 January at the Bukit Merah East Neighbourhood Police Centre, describes incidents that allegedly occurred during PSP’s door-to-door outreach at Goodview Gardens in Bukit Gombak.
Stella claims she was persistently followed, filmed at close range, and subjected to privacy violations that made her feel unsafe.
Stella’s allegations in the police report
According to the police report, three individuals – a man in black, a man in yellow, and a woman in white – followed PSP members during the walkabout.
The man in black allegedly engaged in aggressive filming, holding his phone camera within an inch of Stella’s face while they were in an HDB lift, which she described as making her feel “deeply insecure and violated.”
The man in yellow reportedly took photographs of Stella and other PSP members and volunteers without consent in HDB corridors and lifts, further intensifying her unease.
The woman in white is accused of following Stella to a car park and using her phone to photograph vehicle number plates, including that of a PSP volunteer who was giving Stella a ride.
In the report, Stella called the actions of these individuals “a direct invasion of my privacy” and demanded stronger accountability to ensure the safety of women and political volunteers in public spaces.
Nallakaruppan’s earlier Facebook post
Stella’s police report follows a detailed Facebook post by PSP member S Nallakaruppan, who shared similar concerns stemming from the same walkabout.
In his post, Nallakaruppan alleged that individuals believed to be supporters of the People’s Action Party (PAP) had shadowed PSP members, claiming that the area was “their territory.”
He further alleged that these individuals refused to maintain a separation during the outreach, instead distributing their own flyers to residents whom PSP members had approached.
Describing their behaviour as “unprofessional,” Nallakaruppan recounted that the individuals continued filming PSP members during a debrief session at Blk 386 and even followed them to the car park, where they allegedly photographed vehicles.
Nallakaruppan noted that this was not an isolated incident, recalling a similar encounter in November 2024 at Hillview Landed Estate, where PSP members were also shadowed by individuals.
He questioned whether such actions were part of a systematic effort to harass opposition parties and urged PAP to take accountability for the behaviour of its supporters.
Connection to PAP MP’s social media posts
Social media posts by PAP MP Low Yen Ling during the PAP’s 70th-anniversary celebrations appear to show individuals matching Stella’s description of the alleged harassers. In the group photos, the individuals can be seen wearing PAP’s party colours.
One of the individuals, also spotted in a video and photos shared by PSP members, was reportedly seen volunteering at Low Yen Ling’s Meet-the-People session.
Investigation underway
The case has been assigned to an investigating officer, as noted in Stella’s police report. She has provided photo and video evidence of the alleged harassment, which reportedly includes footage of individuals closely filming and photographing PSP volunteers during the walkabout.
The allegations have raised questions about the conduct of political supporters—particularly those aligned with the ruling party—during outreach events. Politicians from other parties have also highlighted past incidents involving opposition members during walkabouts, citing similar encounters with individuals suspected to be from PAP.
As of 7 January 2025, PAP Members of Parliament in Choa Chu Kang GRC have yet to respond to requests for comment on the matter.
Further updates will be provided as the investigation progresses.
