9月1日新个人资料保护法正式生效 仅在必要时索取身份证号

自9月1日起,新个人资料保护法将正式生效,商家与业者只能在有必要时或法律规定下,向民众索取身份证号码。

个人资料保护委员会(简称,PDPC)今日(26日)发文告表示,业者不允许任意持有个人信息的重要资料,如身份证字号、出生证明书、外籍人士身份证、护照以及工作准证等,以杜绝个人重要信息的猖獗使用。

新加坡民众与永久居民的个人重要信息经常被广泛使用,无论是填写幸运抽奖资料、申请资料,到注册任何购买物品等。

个人资料保护委员会表示,“身份证号能够检索许多民众的个人信息,因此我们需要减少滥用身份证号码的现象。”

自周日起,身份证字号或影印本只能在法律规定下持有,例如申请电信、预约看诊服务、酒店预订登记等。

此外,身份证字号也会在必要时候,如确保个资准确无误时索取,包括进入小学学校或涉及医疗保健、财务或房地产事务的交易,确保他们是安全可信的。

业者可评估是否保留目前已登记的身份证字号,若非必要,个人资料保护委员建议应根据《个人资料保护法令》(Personal Data Protection Act,简称PDPA)删除身份证字号。

业者若持续肆意收集或滥用消费者身份证字号,将被视为藐视个人资料保护法令,或将罚高达100万新元。但私人业者却反驳,可能会因为一些无聊的因素而需要登记身份证字号,如预订电影票,或租凭脚踏车或汽车。

据《海峡时报》报导,许多企业也纷纷为此早作准备,如保安公司Prosegur Security已随PDPA法为工作流程进行修订,以往他们会要求客户提供身份证字号确认身份,但如今随着修法后,他们也转而向客户要求提供手机号码或是其他国家的身份证明号码。

人力银行企业Jobstreet的发言人亦表示,自6月起,他们已不再向求职者提供身份证字号,而且也向已登记的求职者告知已删除身份证字号的讯息。
