HDB launches 10,209 flats in July 2025 BTO and SBF sales
Singapore’s Housing and Development Board has rolled out 10,209 flats in its July 2025 sales launch. This includes over 5,500 BTO flats and 4,662 SBF flats, with many offering shorter waiting times of three to four years. Applications are open until 30 July via the HDB Flat Portal.

SINGAPORE: The Housing and Development Board (HDB) launched 10,209 flats for sale on 23 July 2025 under its Build-to-Order (BTO) and Sale of Balance Flats (SBF) exercises.
In its press release, HDB confirmed that 5,547 flats are offered under the BTO scheme, while 4,662 are part of the SBF pool.
Seven in ten BTO flats released this month will have waiting times of four years or less.
Among these, 1,396 units at Clementi Emerald and Bangkit Breeze promise waiting periods under three years.
Sembawang Beacon, which is the first BTO project in the new Sembawang North neighbourhood, will comprise 775 units with a waiting time of about three years.
Flat buyers seeking quicker move-in dates may apply for SBF units, with 1,733 flats already completed.
This figure accounts for more than a third of the total SBF supply this round.
The July exercise offers four standard and four prime BTO projects. These developments range from two-room flexi units to larger 3Gen flats.
Standard projects are located in Bukit Panjang, Sembawang, Tampines and Woodlands.
The prime projects are situated in two Bukit Merah sites and single sites in Clementi and Toa Payoh.
According to HDB, all new flats are priced with significant market discounts to ensure affordability for buyers.
For prime flats, which have higher market values due to favourable locations, extra subsidies are provided to keep them within reach.
HDB highlighted that selling prices for these new flats are substantially lower than the resale market for similar units.
However, prime flats are subject to a subsidy clawback when sold. This clawback is calculated as a percentage of either the resale or valuation price, whichever is higher.
Alexandra Peaks, Alexandra Vista and Toa Payoh Ascent will carry a subsidy clawback rate of 11 per cent. Clementi Emerald will have a 12 per cent clawback rate.
HDB stated that these rates match the extent of additional subsidies provided for each project.
Eligible first-timer families can tap on the enhanced CPF housing grant, which offers up to S$120,000.
With this grant, buyers could secure a three-room standard flat from as low as S$162,000 or a four-room standard flat starting at S$248,000.
Several policy changes also take effect from this launch. The Family Care Scheme will now provide priority access to parents and their children who wish to live together or close by.
The allocation quota for three-room and larger BTO flats for second-timer families has been raised by five percentage points.
Deferred income assessment rules have been adjusted so that only one person in a couple must be a current or recent full-time student or National Serviceman.
Previously, both parties had to meet this condition to defer income assessment.
The Fresh Start Housing Grant, which assists second-timer public rental families in buying standard two-room Flexi or standard three-room flats on shorter leases, has increased to S$75,000 from S$50,000.
This sales exercise’s 4,662 SBF flats exceed HDB’s earlier commitment of 3,000 units.
Combined with the 5,590 SBF flats offered in February 2025, this brings this year’s total SBF supply to over 10,200 flats.
HDB noted that this is the largest annual SBF supply since 2016.
Like BTO flats, SBF units are subsidised and sold below comparable resale prices.
Eligible first-timer singles can apply for any two-room flexi SBF flat islandwide.
Applications for both BTO and SBF flats must be submitted online through the HDB Flat Portal by 30 July 2025.
