Open Letter: Call for Immediate Action Against Interra Resources’ Involvement in Myanmar Junta’s War Crimes
Civil society organizations urge Singapore to take immediate action against Interra Resources for supplying oil to Myanmar’s military junta, fueling war crimes. They call for halting oil supply, delisting the company from SGX, and imposing sanctions to prevent further atrocities.

Civil society organizations demand urgent action from Singapore’s government and SGX to halt support for the Myanmar military’s atrocities.
On 13 February 2025, Magway-based civil society organizations, unions, and People's Strike Groups in Myanmar issued an open letter to Prime Minister Lawrence Wong, Deputy Prime Minister Gan Kim Yong, and SGX CEO Loh Boon Chye, urging immediate action against Interra Resources Limited.
The letter highlights how Interra Resources, a Singapore-listed company, has supplied over 2.3 million barrels of oil to the Myanmar military since the coup, fueling war crimes and human rights violations. The signatories demand Singapore take decisive steps, including halting crude oil supply, delisting Interra Resources, launching criminal investigations, and imposing sanctions on junta-controlled financial entities.

Subject: Urgent Action Required Against Interra Resources' Complicity in Myanmar Junta's War Crimes
Dear Leaders of Singapore Government and SGX,
We, the undersigned civil society organizations, Unions, and People's Strike Groups based in Magway, Myanmar, write to express our profound concern regarding the activities of Interra Resources Limited, a company listed on the Singapore Exchange (SGX). Recent findings by Justice For Myanmar have revealed that Interra Resources, through its 60% ownership of Goldpetrol Joint Operating Company Inc., has supplied over 2.3 million barrels of oil to the Myanmar military junta since their illegal coup attempt in February 2021. This oil, valued at more than US$150 million, has been instrumental in fuelling military operations that have led to widespread atrocities against civilians.
The extracted oil from the Chauk and Yenangyaung fields in Magway Region is refined into diesel and jet fuel at the Mann Thanbayarkan petrochemical complex, operated by the junta-controlled Myanma Petrochemical Enterprise (MPE). This fuel powers military aircraft, tanks, and trucks used in operations that have resulted in indiscriminate airstrikes, shelling, and other acts of violence against innocent civilians. These actions have led to the deaths of thousands, including children, and the displacement of over 3 million people, constituting war crimes and crimes against humanity.
Interra Resources' continued business with the military-controlled Myanma Oil and Gas Enterprise (MOGE), which has been sanctioned by both the European Union and the United States, directly supports the military's campaign of terror. By supplying oil that is converted into fuel for military operations, Interra Resources is complicit in the military’s international crimes. The Myanmar military is a designated terrorist organisation under Myanmar law and definitions under international law.
In light of these grave concerns, we urgently call upon the Singapore government and SGX to take urgent action to ensure Interra Resources immediately halts the supply of crude oil to the Myanmar junta:
- Immediately halt Interra Resources' supply of crude oil to the Myanmar junta.
- Delisting Interra Resources from the Singapore Exchange (SGX) to prevent further complicity in human rights violations.
- Conduct a thorough investigation into Interra Resources' activities in Myanmar and
hold the company criminally accountable for aiding and abetting war crimes, and for money laundering and for terrorism financing as MOGE is illegally controlled by the Myanmar military, a terrorist organisation.
4. Singapore should impose targeted sanctions on Myanma Oil and Gas Enterprise
(MOGE), Myanma Petrochemical Enterprise (MPE), and junta-controlled banks, including Myanma Foreign Trade Bank (MFTB), Myanma Investment and Commercial Bank (MICB), and Myanma Economic Bank (MEB).
As a member of ASEAN and a nation committed to upholding rule of law, Singapore bears a particular responsibility to ensure that companies within its jurisdiction do not contribute to the perpetuation of atrocities in Myanmar. Taking decisive action against Interra Resources will demonstrate Singapore's commitment to human rights in Myanmar and set a precedent for corporate accountability.
