Manadr Clinic’s licence revoked for non-compliance with ethical and clinical standards

The Ministry of Health (MOH) has revoked MaNaDr Clinic Pte Ltd’s licence to provide outpatient medical services under the Healthcare Services Act 2020 (HCSA).

The revocation, effective from 20 December 2024, prevents the clinic from offering any healthcare services at its permanent premises, temporary locations, or via teleconsultations.

The clinic, located at 371 Beach Road City Gate #02-52, was officially notified of MOH’s intention to revoke its licence on 24 October 2024. MaNaDr Clinic was invited to submit representations for consideration but failed to adequately address the concerns raised.

MOH’s investigations revealed serious deficiencies in the clinic’s operational practices.

In a sampled month, over 100,000 teleconsultations conducted by MaNaDr Clinic were completed in one minute or less, with the shortest lasting just one second. Such practices were deemed inappropriate and indicative of a lack of effective oversight, governance, and adherence to clinical and ethical standards.

MOH concluded that MaNaDr Clinic displayed an entrenched culture of non-compliance with ethical and clinical norms, rendering it unfit to continue providing outpatient medical services.

As a result, the clinic’s accreditations and participation in MOH schemes, including the Community Health Assist Scheme (CHAS), MediSave, and Healthier SG, have also been terminated.

To ensure continuity of care, MOH has requested MaNaDr Clinic to inform affected patients of alternative options. Patients are advised to seek care from other nearby CHAS, MediSave, or Healthier SG clinics.

MOH emphasised that it will continue to monitor licensed providers of outpatient medical and teleconsultation services to ensure compliance with regulatory standards. Non-compliance will result in decisive regulatory action.

All licensees under the HCSA are reminded of their obligation to uphold clinical and ethical standards in their operations.
