Construction of Goh Keng Swee Centre for Education set to begin in 2025

Construction for the Goh Keng Swee Centre for Education (GKSCE) will start in 2025, announced the Ministry of Education (MOE) on 22 October. Set for completion in 2029, the 30-storey building on North Buona Vista Drive will house staff from various MOE sites. Education Minister Chan Chun Sing highlighted that the new hub will enhance teacher development and free up land for national priorities.

SINGAPORE: Construction for the upcoming Goh Keng Swee Centre for Education (GKSCE) will commence in 2025, the Ministry of Education (MOE) announced on Tuesday (22 October).

The new building, located on North Buona Vista Drive, is slated for completion in 2029.

It will accommodate staff from MOE’s headquarters currently spread across various sites, including Balestier, Grange Road, and Ghim Moh, along with the School Cluster Centre, Singapore Centre for Chinese Language, and the Academy of Singapore Teachers.

The 30-storey tower will cover a site area of approximately 5,000 sq m and is designed to accommodate about 2,000 staff, with an estimated gross floor area of 65,000 sq m.

In a Facebook post, Education Minister Chan Chun Sing said the new site will free up land for other national priorities, bring MOE headquarters staff together in one location and serve as a key hub for the professional development of our teachers.

"Beyond that, we hope that the GKSCE will represent a lasting tribute to the late Dr Goh Keng Swee’s invaluable contributions to Singapore’s education system."


Plans for the new building were initially announced by then Prime Minister Lee Hsien Loong at the National Day Rally in 2010.

The MOE received development approvals for the project from the Urban Redevelopment Authority (URA) in the last quarter of 2023.

Specialist academies, including the English Language Institute of Singapore, Singapore Centre for Chinese Language at Ghim Moh, and Singapore Teachers’ Academy for the Arts—currently located within the Academy of Singapore Teachers—will also relocate to this new site.

The GKSCE will feature the MOE Heritage Centre, which is presently situated at MOE’s headquarters in Balestier.

The centre showcases the history of Singapore’s education system, Dr Goh Keng Swee’s legacy, and his contributions to education.

Designed as a super low-energy building, the GKSCE will incorporate sustainable features such as solar panels and a district cooling system.

Together with the existing MOE Building, the Goh Keng Swee Centre for Education underscores the ministry’s commitment to addressing Singapore’s evolving educational needs by fostering a collaborative workspace and synergy among its staff, said MOE in its statement.

“It is hoped that the new complex will be a symbol of the importance of education to Singaporeans,” the MOE stated.

The ministry also assured that it would implement measures to minimise disruptions to surrounding areas and businesses on North Buona Vista Drive during the construction period, including traffic management and noise control.
