若政府执意开发杜佛树林 与应对气候暖化承诺相矛盾

杜佛森林值得被保留   居民发起联署逾3万人支持

担忧位于乌鲁班丹的杜佛树林(Dover Forest)被开发,新加坡自然协会向建屋发展局请命,希望能保留这片树林。

根据建屋局的环境基准报告,杜佛森林占地33公顷,有丰富的自然生态,包括120种植物与158物种,包括飞禽、蜥蜴、两栖类、哺乳动物、昆虫与蜗牛的栖息地,其中涵盖了不乏濒危动植物。

不过,这片林地早在2014年的市区重建局大蓝图,大部分都被划预留为住宅用途。这也意味着,杜佛森林有被开发进行组屋项目的可能。

政府曾承诺百年内斥巨资解决气候变化问题

但如果读者还记得,回溯2019年,总理李显龙在国庆群众大会上表示,气候变化是人类面临最严峻的挑战之一。

李显龙指出,目前离解决全球气候暖化问题仍然在遥远的道路上,因此李显龙也呼吁新加坡应该尽最大的努力,并且做最坏的打算。

就连总理也在呼吁要保护环境,而迄今为止,我们能够想得到的解决方案之一,即是尽力保护仅剩不多的绿色森林,而不是将其砍伐开发发展。

据本社了解,已有六名议员,将在2月份国会中提议有关气候变化的解决议案,呼吁政府和私营部门,以及公众透过可持续性方针减缓和适应气候变化。

如果国会通过这些动议,显然正确的做法,应该是将诸如金文泰森林和杜佛森林等林地,列为自然保护区,协助对抗气候变化,造福后代子孙。

低生育率是否有建屋需求?

此外,各界对政府仍有意开发绿地发展组屋项目的动机相当怀疑,原因在于,目前我国的房产足够,且全国总生育率一直都很低。

此事可以从民主党徐顺全与外交部长维文,在大选期间的辩论期间得知,当时徐顺全曾针对国家人口大幅增加提出质疑,却被维文反驳称,“我先声明一下,我们不会有1千万人口,甚至连690万人口都达不到。”

辩论后,Gov.sg也发表了相关文章驳斥此事。就这点,就足以证明理应没有更多的住宅需求,也不需要借此开发更多森林。

即使人口达到1千万也无需动用到森林开发。早在2016年,国际地产顾问公司总裁邱瑞荣,曾发表文章,指新加坡政府即使有1千万人口,新加坡也不缺空间。

邱瑞荣驳斥了新加坡一直以来流传的“都市传说”,“土地稀缺在新加坡是一个很现实的问题”,他解释,我国可以通过进步空间规划、交通系统的改善和建设能力的提高,容纳高密度的人口。

邱瑞荣也强调,土地稀缺并不等同于空间稀缺。

“统计数据显示,在1980年至2015年期间,我国人口从241万增长129%,土地面积则从617.9平方公里增至719.1平方公里,人口密度也从每平方公里3千907人增至7千687人,增长16巴仙。”

因此,邱瑞荣综合了政府人口总体规划的各个部分,并研究了各种现有和计划中的房地产项目。他预计这些项目将在2050年时,可容纳将近1千万人口。这也考虑到出生率保持低,且将有源源不断的新公民加入,促进这种人口增长。

除了开发森林 仍有许多策略和土地可重新开发

所以,回到环境问题上,日益进步的科技代表着新加坡能够持续建设更高的建筑物,创造更多空间,适应不断增长的人口。填海计划也足以驳斥了土地稀缺的想法。

此外,我们还有另一种选择,即重新开发旧地。例如,东陵福(Tanglin Halt)有22座将于2023年被清除,这些10层楼建筑物,将会被40层楼的建筑物所取代。

自然协会也曾提议可以将一些去宪报高尔夫球场,以及旧的工业地重新利用。不仅如此,随着巴耶利峇空军基地的关闭,意味着将会有将近800公顷的空地,这片土地甚至比碧山或宏茂桥的空间还大。

空军基地的关闭也意味着新加坡东部地区可能放宽了高度限制(确保飞机航行而实施的高度),因此该地可以用于重新开发低层建筑物。

当然,这一切只能建立在政府打算将土地用于居民,而不是出售给价高者得的外国投资者,吸引他们购买我国私人房产的原则上。

有了这些选择,我国的森林必定能够好好保存,即使政府用更多人口借口,试图违背承诺。

这些森林不仅是野生动物的一片净土,也是有效防止气温上升,更是对居民的福祉起了很重要的作用,最重要的是,它们都是我国的宝藏,值得保留给新加坡的后代。
