王瑞杰称选举何时举行受疫情影响 余振忠质问选区范围委会报告迟迟未出炉

昨日(11日),副总理兼财政部长王瑞杰出席圆桌论坛和电台访谈,其中针对何时会举行大选,他并未正面回答,仅表示近期疫情全球蔓延,相信会持续一段时间,加之当前经济环境,很难预测接下来的进展。

他表示总理和他目前将精力专注在稳定经济、为国人提供援助;同时指国家领导人接下来数月面对的挑战将更艰巨。

“我们必须为最坏状况做好准备,我也希望我们有条件做到这点,这将大大决定我们什么时候宣布举行大选。”至于若疫情持续会否采取不同的选举措施以保障群众健康,王瑞杰称政府也会探讨各种可能性。

不过他强调政府需尊重宪法,确保选举制度受到遵循。但若需要采取一些措施来达到同样目的,当局将探讨能让民众表达政见、投票的合适方案。

对此工人党前非选区议员余振忠认同,固然在疫情肆虐当下,不适合举行选举,然而,不管选举在何时召开,都不至于妨碍到选区范围检讨委员会发表报告吧?

我国来届选举最迟必须在明年4月前举行。选区范围检讨委员会的成立,旨在于选举前划分选区,也是迈入大选前进行的例行工作。

尽管委会检讨工作没有设下时限,不过回溯2006年和2011年,选区范围检讨委会用了四个月时间提交报告。

但在2015年,该委会在5月成立;从7月24日公布新的选区地图,到9月1日的提名日,间隔只有39天。

然而,此次委会早在去年8月1日就成立,然而时隔近7个月,都还未有委会发布选区划分报告的消息。

对此,余振忠质问,这比起2015年,委会足足用了将近四倍的时间,“同样的委会班底,没可能一时之间变得如此没有效率?”

总理秘书陈基荣担任选区范围检讨委会主席。选举局局长许松岭担任委员会秘书,其他委员包括:建屋发展局局长蔡君炫博士、新加坡土地管理局局长陈文凯和统计局局长王辉锦。

余振忠认为,若要证明选举局和选区范围检讨委会是中立的,现在就是最好的时机。

在今年初,贸工部长陈振声曾代表总理作出书面答复,指该委会的检讨工作尚未完成。“一旦选区范围检讨委会完成工作,报告将提呈国会并公之于众。”
