有失业者递交500申请仅一家公司回复 本地PMET失业并非只因“技能不足”

中年专业人员、经理、执行员与技师(PMET)的就业困境一直是我国关注的课题,政府也提出数项“措施”,以助他们解决就业困境。日前《今日报》采访几名面临困境的中年PMET,他们的究竟如何?面临何种困难?

“不常换工、也不期望领高薪,我单纯要一份工作维持生计”

49岁的Jeff,曾在一家跨国制造公司工作,自去年10月开始,公司裁员后就失业。期间他也一直在寻找新的工作,并向500家公司递交了求职申请,但截至目前,他只收到过一次的答复。

他在失业前曾领取每月5千900元的工资,但在失业后,他为了能够找到新的工作,只能开出比以往更低的工资,共2千元,以换的工作机会。

“我工作了26年,目前只在3家公司任职,我并不是很容易跳槽的人,也不期望能够领高薪的人,我单纯需要一份工作维持生计。”

他在说此番话时,正等待着公司的第二轮面试,而该公司也是唯一一家愿意提供面试机会的公司。

他说,他必须要尽快工作,因为家里仍然有一家大小正等着他养。

“我不想浪费太多时间,我只能专注在开Grab,因为这也是的唯一出路,唯一适合的工作。”

除了Jeff以外,另名52岁的PMET林先生也遭遇就业困境。他采访时表示,过去曾在星和电信公司(Starhub)工作了20年,担任高级客户经理,月薪为1万元,但在两年前,却被裁员。

在失业后,他也曾向不少公司递交求职申请,但却被拒绝,有些公司拒绝的理由为他年纪较大,而且开出的条件较高,即是只是月薪4000元,是他前一份工作的40巴仙而已。

在经历多次拒绝后,林先生最终选择开Grab,他表示这是唯一适合而且不再浪费时间寻工的办法。

“我不想浪费太多时间,我觉得,我只能专注在开Grab,因为这也是我们这样的人(老年员工)的唯一出路,唯一适合的工作。”

他表示,作为一名Grab 司机,他月薪至少有3千500元至5千元,但他必须开着长达10小时的车子,加上最近武汉冠状病毒的爆发,也导致他的收入下降了三分之一。

“他们认为有朝气的年轻人能够付出更多的活力,因此拒绝了我。”

另名拥有类似经验的54岁刘先生,在一家跨国物流公司担任重吊专家,去年7月也被裁员,亦是他三年来第二次的裁员经验。

自此之后,他再次当起Grab司机,此前他曾于2016年在Uber当司机,当时他也是因为被一家外国物流公司裁员。

“我本来差点被一家物流公司录用了,但最终他们认为有朝气的年轻人能够付出更多的活力,因此拒绝了我。因此,你可能拥有经验或技术,但始终会被年龄所打败。”

上述被采访的中年PMET,他们之所以被裁员很有可能是因为各项因素包括年龄导致,但政府却一致认为这些中年PMET之所以被裁员的原因,是仅仅因为他们“没有相关技能”。

在本月初,副总理兼财政部长王瑞杰表示,“在1960至1970年代出生的人,他们在经济刚刚开始起飞的时代长大,所以当他们通常在一家开始工作后,就会一直待下去,甚至是到了退休时候,这都很正常。”

他补充,有些人甚至到了40岁至50岁都未曾换过一分工作,或在职业期间出现任何变化,更没有及时跟进新的技能,提升自己的职业竞争。如今在面临来自年轻人与海外的竞争,会因此而产生焦虑。

为了能够协助他们,王瑞杰也宣布“技能创前程中年转业援助配套”(Skills Future Mid Career Support Package),鼓励雇主聘雇40岁以上的本地PMET,即让雇主获得的20巴仙的薪资支助6个月,最高限额为6000元。

而该措施究竟会对新加坡人产生多大的成效,仍有待观察。

丢掉工作并非只是因“能力不足”

然而,并非所有裁员均因缺乏技能而丢掉工作。40岁的Laura表示,自己在今年早前,被一家国际金融公司裁员,其公司是因为想要“削减成本”,将其两职位合并,并选择雇佣“外国人才”,进行“内部调动”以之取代。

对此,Laura曾质问自己的老板,他称,经评估个人表现后,发现该名“外国人才“更适合任职。

“这不是一个技能缺乏的问题,我同意一些本地员工确实需要精进技能,但这完全不适用于我,请你看看我的证书,我拥有会计硕士学位。”

此后,她曾向人力部和劳资政公平与良好雇佣联盟(Tripartite Alliance for Fair and Progressive Employment Practices,简称TAFEP)投诉,但仍未得知人力部的立场。

在去年10月的新加坡开埠200周年研讨会上,新加坡巡回大使许通美教授曾建议第四代人民行动党领导调查,有关歧视性招聘做法的指控,让新加坡进入阶级平等的社会。

“我们不应该抛弃这些失业人士,因为我们不希望越来越多新加坡人成为Grab司机,或更糟,加入成为愤怒选民的行列。”

他以美国和英国为例,表示正是因为愤怒的选民将特朗普推上总统的位置,也是因为愤怒的选民将英国退出欧盟。

事实上,从人力部的网站上,可见新加坡的外国PMET的数量也在持续攀升。

只要人力部持续发放工作通行证给外国人,无论本地员工对业务多熟练,他也有可能在有早一日面临被裁员的风险。
