今年第二季度裁员人数2300人 杨莉明:研究经济放缓原因再决定应对措施

昨日淡滨尼集选区议员朱倍庆在国会询问人力部长,过往应付经济低迷的措施,在帮助在职员工保住工作或寻找新工作方面,所取得的成效;他也关注我国经济若持续放缓,该部门是否有支援计划,帮助受影响的失业员工。

对此人力部长杨莉明表示,近年来最严重的经济衰退现象,是2008年全球金融危机所引发,而当时所采取的措施,是协助企业管理过剩人力资源和投资在提升技能。

该部门在2009年进行的调查显示,四分之三原本决定裁员的公司,由于政府提供了包括雇佣补贴计划(Jobs Credit),以及技能提升与应变计划(SPUR)等计划,他们决定推迟有关裁员决定,或减少受影响的员工人数。

她声称,而在外部条件获得改善的情况下,我国居民失业率虽上升,但在整个全球金融危机期间,都从未超过五巴仙。

惟她强调,我国目前的情况和前景,与2008年完全不同。

“例如在2009年上半年,裁员人数超过1万9000人,当时分析家估计失业者人数会在经济衰退期间达到10万人。但是在今年第二季度,裁员人数仍然相当低,仅有2300人。总就业增长放缓了,但是没有停滞。”

根据人力部官网数据,2019年第一季的裁员人数为3230人,其中,PMET(专业人士、经理、技师等)在劳动人口中占比较高,该群体仍占被裁退人数中的69巴仙。

杨莉明指出,数个领域,包括资讯与通信、各层次的服务业、专业服务以及金融服务领域的就业增长仍非常强劲。

“这显示了,虽然大多数雇主在招聘时都较谨慎,而且他们大部分都没有裁员。”

提供各项计划确保人人有工

杨莉明表示,人力部与新加坡贸易工业部(MTI)与其他的政府机构合作,密切关注经济和劳动力市场。

“我们准备在应变与提升计划(Adapt and Grow initiative)下,加强对公司和员工的支持。员工可以透过劳动力发展局(WSG)和职工总会的就业与职能培训中心(e2i),取得就业援助和计划。”

她指出相关援助和计划包括了职业支援计划(CSP)、工作试用计划以及专业人士转业计划(PCPs),这些计划都提供了工资和培训,帮助人们获得新工作,或培训后重获新机会。

觅职者也可以考虑申请专业人士专业计划下的实习和培训计划,让员工在招聘前接受培训。“这些都可用于具强劲增长潜力的特定行业中。”

“此外,劳发局的职业联系站和职总的就职中心提供了就业便利服务,包括职业指导、就业能力研讨会、职业展和工作选配。”

“成立于2016年的裁员应对就业援助小组(The Taskforce for Responsible Retrenchment and Employment Facilitation)也将主动接触失业者,为他们提供及时的就业支持,包括工作选配。援助小组也将针对负责任的裁员行为,继续与相关公司协商。”

需先研究放缓原因才决定措施

根据贸工部今日公布预估数据,新加坡经济在第二季度(2Q19)表现不如预期,增长仅0.1巴仙,比上季度的1.1巴仙更低。国际货币基金组织(IMF)称,因全球贸易紧张局势影响外部需求,将2019年新加坡经济增速预测,放缓至两巴仙。

相信是关注我国经济低迷对本地劳工的影响,朱倍庆随后也问到,是否在经济放缓期间,考虑采用其他的措施,包括减少引进外籍员工。

他也问到,针对较年长的员工或较难以转型的弱势员工,该部门是否提供其他的支援计划。

针对这些问题,杨莉明指出,不同的原因导致经济放缓现象出现,所以与其考虑采取什么措施,当局会先研究原因,然后再决定怎么做。

“是因为周期性因素或结构性因素,或两者都有,因为不同的原因,解决方案也会不一样。”

她指出在外籍员工方面,事实上在服务领域,外籍员工的依赖将会减少,并表示曾于今年年初的国会中提到,要收紧外籍员工就业准证的条件。

至于年长者和转业弱势群体,她表示,当局已经提供了很多的计划和措施,以协助年长者重返劳动团队,“我们也会确保各行业会重新聘请年长的员工”。
