受中美贸易紧张影响 新加坡芯片业首当其冲恐裁员

据路透社报导,新加坡一些芯片和半导体业者向该社反应,受中美贸易战、对中国华为的政治关切以及消费者需求放缓等因素影响,新加坡芯片生产商已开始放慢生产速度,并裁减数百个工作岗位。

该报导指芯片制造业,在去年占新加坡制造业产出(output)的近三分之一。该行业的下滑,也强化了对于新加坡未来数月可能陷入衰退的预期。

新加坡被视为仰赖出口的经济体和经济风向标。长期以来,芯片生产也是新加坡成功的核心要素之一,而许多全球最大的芯片制造商,也在我国运营。我国生产的微芯片,被用在手机到汽车等广泛领域。

“为最差情况做准备”

新加坡半导体工业协会Ang Wee Seng(SSIA)执行董事Ang Wee Seng告诉路透社,认为来临的低迷与以往不同,他们也在为最差情况做好准备,并让员工处于待命状态,以帮助失业的工人找到新工作。

联合科技(UTAC)是以新加坡为总部的公司,业务包括测试和组装芯片。该公司总裁约翰尼尔逊(John Nelson)告诉路透社,已经在新加坡启动“整合进程”(consolidation process),可能导致年底前裁员10-20巴仙。

联合科技在全球有10,280名员工,其中大约1,700人在新加坡。

“我们正在采取适当的行动,确保我们在新加坡的业务有未来,”尼尔逊表示,并称也可能延长工厂关闭和工人无薪放假的时间。

至于苹果供应商AMS,也是另一家在今年进行裁员的业者。

租金、薪资、公用事业等成本偏高放大

尼尔逊指出,尽管全球行业都面对困难,但新加坡的问题因租金、薪资及公用事业等成本偏高而被放大。

根据国际半导体设备暨材料协会(SEMI),2019年全球半导体销售预计下滑12-13巴仙,恐创下2001年互联网泡沫破裂以来的最大降幅。

尽管该行业对于新科技产品需求波动已习以为常,但中美贸易紧张情况,使得需求下滑更为严重。

美国和中国已经互相就许多产品加征关税,同时美国还出于安全疑虑禁止企业与全球最大电信设备商华为有业务往来。而Ang Wee Seng表示,新加坡业者首当其冲,陷入困境。

官方数据显示,新加坡半导体行业占2018年整体制造业产出的比重为28%,占电子业产出比重则达76巴仙。

电子产品出口减31.9巴仙  22年最差

至于新加坡企业发展局在上周公布数据显示,与去年同期相比,6月份的电子产品出口减少31.9巴仙,幅度略大于5月份的31.6巴仙。

其中,集成电路、个人电脑和磁盘媒体(disk media)的出口下滑最多,依序萎缩33巴仙、44.6巴仙和41.7巴仙。有分析指,这是电子产品出口自1997年有相关纪录以来,最差的一次。

本月12日,贸工部公布预估数据,新加坡经济在第二季度(2Q19)表现不如预期,增长仅0.1巴仙,比上季度的1.1巴仙更低。

此外,早在今年六月份,就有半导体界的公司经理向《海峡时报》诉苦,生产原料开始在大士工厂内囤积,“半导体制造几乎已死,工厂库存是所需的三倍。”,这些公司也冻结请人,作为管制成本的举措。
