杨莉明:近半为高质量工作 航空运输业等领域拥六万职缺

杨莉明日前指出,航空运输业等领域,拥有六万个空缺,其中有一半是高质量工作,但是不禁让人质疑其中是否为外国员工也“预留”了限额。

人力部长杨莉明指出,尽管其他领域可能受到当前经济放缓影响,觅职者仍然可以在航空运输等领域寻获高质量的工作。

她说,目前这些领域有约六万个空缺待填补,其中有一半是专业人士、经理、高管和技术人员(简称PMET)职缺。

“如果你观察我们的经济,会发现即使一些行业有弱点,但是整体的职缺率还是相当健康。”

“很多职缺都是高质量的工作。如何让我们的国民抓紧这些工作机会,这是需要我们关注的重点。”

她出席假SATS第二机舱膳食中心(SATS Inflight Catering Centre 2)举办的新措施发布会时,发表上述谈话。有关的新措施旨在帮助受到业务转型影响的白领航空运输工人重新培训,使他们能够从事该行业内的其他工作。

专注发展多元化经济

杨莉明承认制造业和贸易相关行业等领域面临逆风,并表示会针对这些案件提供帮助。

“我们必须认真看待和监控这些发展。会有一些行业……出现疲弱的迹象,我们会尝试给予这些领域的企业最好支持。”

她还指出,我国将继续通过支持各行业的企业,和要求企业公司履行他们的协议,以专注发展多元化经济。

“我们不再只是选择并说我们只想增长某些行业;我们实际上需要一个更加多元化的景观。”

“这取决于企业,且非常依赖行业的选择,以善用可用的支持,来帮助他们驾驭下一波经济浪潮。”

企业更倾向聘请便宜外国员工

相对的,为了降低成本和将利润最大化,企业都希望能够聘请到更为便宜的外国员工。

就以怡和洋行集团(Jardine Matheson Group)的子公司新加坡怡和机器公司(JECS)为例,他们于本月初在刊登了招聘广告,表示将到吉隆坡展开面试工作。

该公司聘请项目工程师、项目主管和技术人员,以填补新加坡人员的空缺。据推测,该公司的目标对象可能是在想到我国工作的马来西亚人,因此才会派送职员到吉隆坡进行面谈。

尽管我国政府经营着全国职业库(Jobs Bank),限定要申请外国人申请就业准证(EP)的企业必须现在该处张贴两周的招聘广告,让国内觅职者能够获得优先权。惟,许多网民认为职业库是个效率低下,失败的举措。

因此,随着六万个新工作上线,目前尚不知道国人将占了多少。

无论如何,在新加坡工作的外国高质量工作者在多年来的数量持续增加。尤其是截至去年年秒,EP和S准证的外国员工持有者总数达到了38万1300人,完全没有减弱的迹象。

与2017年至2018年的数据相比,S准证持有人的数量世界上增加了1万1100人,达到了19万5500人的新高:

因此,问题来了,杨莉明的部门将在六万份新工作中,为外国员工“保留”几分?
