致函拒沈佳泉提取公积金 公积金局:健康评估未通过

日前, 本社报道56岁公民沈佳泉因心脏衰竭想透过申请公积金减轻负担而被拒,如今公积金局正式发函,拒绝他以医疗为由提取公积金的申请。

本月15日,本社报导沈佳泉因心脏衰竭身体出现状况,接受了手术后,左心室射出率(LVEF)竟只剩下37巴仙的功能,要知道正常人的左心室射出率(LVEF)在55至70巴仙。此外,医生也叮嘱他不能提重物,否则心脏会痛。

尽管经过手术后,沈佳泉也试着过上正常人的生活,尝试开私召车以及其他兼职工作,但因心脏问题,身体无法负荷。2017年,他以全面停工,家里仅靠妻子约1800元的收入过活,加上庞大的医疗费,家庭经济状况拮据。

然而,社会服务办公室认为家里妻子仍有稳定收入,故将拒绝他的申请。

根据公积金局官网指出,公民只有在四种情况下,能透过医疗理由申请提取公积金,即申请者因为丧失身体或心智能力、或寿命严重受损、或永久性缺乏能力、获得了绝症,而无法工作。

另一方面,公积金表示沈佳泉的医师两次鉴定声明证明与当局所邀请的医师,均证实沈佳泉目前的身体确实不适合就业,但仍然可以从事简单不累的工作。

为了能够说服公积金局让他能提取公积金,沈佳泉也去拜访了西海岸集选区议员郑德源寻求协助,郑德源随后也致函公积金委员会调查此案。

尽管郑德源提出上诉,以及沈佳泉不断提出申请,公积金局依然保持不变,拒绝沈佳泉领取公积金。

公积金局信中表示,成员在经医生(无论是政府医院、综合诊所或专科医生)鉴定,无法从事任何工作、寿命严重受损或身患绝症,均可依据MGS计划提取部分公积金储蓄。

然而,由于沈佳泉在经过国家心脏中心医师评估后,证明尽管他不适合就业,但仍然能从事不需耗费体力的工作。

当局邀请了两位医生评估沈佳泉的情况,也得出上述医生的结论,故此不符合以医疗理由领出公积金的条件。

“国家心脏中心将会就沈佳泉未缴付的账单与他联系,并提供经济援助,目前也有社区组织正在协助他”,当局指出。
