未有国人因国际生从自主大学被排挤,果真如此?

周一(5日),教育部长王乙康于国会中,针对外国学生的补助奖学金的质询强调,“我们的教育系统是满足国人需求,没有国人会因为国际学生而从高等教育学府中被排挤。”

然而,以新加坡国立大学(NUS)为例,我们可以得知国大明确表明,为能符合师生比例,国大学额是有所限制的。

根据大學排名机构Quacquarelli Symonds(简称,QS)网站指,国大总人数是3万049名,国际学生约为为7千645名,而而针对QS的数据,国大也从来不否认,并表明QS的排名,代表国大在这些年为教育与研究的努力。

 

再看看国大2018/2019学年度的总人数是3万9千923名,据国大的说法,他们目前有3万0093名大学生及1万0793名研究生。

因此我们可以推算,目前国大国际学生,可能比起QS预估的还要稍微再高,而在国大“仅限”的学额中,国际学生的人数可能占25巴仙(根据QS的数据推算),南洋科技大学与新加坡管理大学的国际学生比例与国大相同。

另一方面,王乙康亦强调新加坡大专学府是以严格标准招收国际学生,他表示,“事实上,(国际生)申请本地大学,必须达到比本地学生还要高的标准。”

尽管如此,但我们仔细审视国大在招收国际学生与本地学生标准时,我们却发现事实并非如此。

我们可以检视一名国际学生与本地学生在同时申请国大时,其中的标准为何?

公平起见,我们将以A-Level的课程作为审视标准。欲申请国大的国际学生,必须通过至少3科“出色”的成绩,除此之外,他们并不需要通过SAT 科目考试、英语鉴定如雅思考試(IELTS)或其他大学入学考试。

反观,本地学生除了要在A-Level的课程中获得至少3科的好成绩,还需要通过理解与写作(General Paper)或知识探索(Knowledge Inquiry)及格、A  Level 的项目作业以及母语学习(MTLL)的基本分数。

可想而知,比起国际学生,本地学生光是在申请上,就要“过五关斩六将”。他们不光是要与国际学生竞争学额,就算连申请之际就必须向我国大专学府一再证明自己的能力。
