MOE unveils three-year school fee hike plan for PRs and international students; no adjustment for Singaporeans
The Ministry of Education (MOE) revealed a gradual increment in school fees for Singapore permanent residents (PR) and international students (IS) in Government and Government-Aided schools, to take effect from 2024 to 2026.
This move was announced in a statement on Wednesday (18 Oct).

SINGAPORE: The Ministry of Education (MOE) of Singapore has disclosed plans to increase school fees for Singapore permanent residents (PR) and international students (IS) attending Government and Government-Aided schools.
In a statement issued on Wednesday (18 Oct), MOE highlighted that this alteration will be implemented gradually over the next three years, from 2024 to 2026, as part of MOE’s “regular review of school fees”.
In order to facilitate financial planning for parents of non-citizens, the Ministry has made public its scheduled fee increments.
According to the recent statement, monthly school fees for PR students will experience an annual rise of S$25 to S$60, while fees for IS will witness an increase ranging from S$25 to S$140 each year during the aforementioned period.
These revised fees will take effect every January throughout the specified timeline.
However, it was emphasized that school fees for Singapore Citizen (SC) students in Government and Government-Aided schools will remain unaffected.
Primary school SC students are exempted from monthly school fees, whereas those in Secondary School and Pre-University are required to pay S$5 and S$6 per month, respectively.
Furthermore, in accordance with the announcement made in July 2023, MOE will be consolidating the standard and second-tier miscellaneous fees into a single tier beginning in 2024.
This unified miscellaneous fee structure will be applicable to students of all nationalities.
Detailed information regarding the revised school fees for PR and IS, as well as the consolidated miscellaneous fee, can be found in the tables provided below.
Additionally, the ministry had previously announced that the standard and second-tier miscellaneous fees will be consolidated into a single tier starting from 2024.
