蔡庆威:即使有援助配套 高消费税仍会冲击中低收入家庭生计

蔡庆威:即使有援助配套  高消费税仍会冲击中低收入家庭生计

盛港集选区议员蔡庆威认为,政府推出配套固然在某中程度上能抵消消费税的增长,但高消费税的事实,却仍然会冲击一些中低收入家庭的生计。

他也认为,政府不应过度热衷于通过多种途径,如提高消费税来巩固收入状况,尤其是在当今经济局势仍存在许多不确定因素之下。

此前,王瑞杰表示,考虑到2020年的经济情况,政府仍然不会在2021年调高消费税,但他也强调,政府必须在2022年至2025年调高消费税,否则我国将无法应付持续高涨的需求。

对此,工人党议员蔡庆威在昨日(24日)参与2021财政预算案辩论时提出质疑。征收基础且层面广泛的累退税(regressive tax)是否真的合理?

他表示,谈及消费税时,经常接收到一种讯息,即“若不增加消费税,我们将无法维持经常性开销,抑或是政府无法容忍在这场危机下持续出现财政赤字。“

他表示,根据官方预估,国家储备净投资回报贡献(NIRC)一直持续在稳定增长中,自2019年170亿元,增至2020年的181亿元,并且预计将在2021年还会持续增长至195亿元。

“即使在危机时期,仅国家储备净投资回报贡献,估计也还会持续增加14亿元。“

他质问,国家储备净投资回报贡献是基于长期实际回报进行投资,再加上几代人的储备积蓄,是什么导致了其增长,且国家储备净投资回报贡献在现下时局是否会持续增长中。

根据财政部的官网显示,在一篇2019年报道中,曾针对财政预算案的来源进行讨论,其中谈及我国收入来源的种类,包括净投资回报贡献、公司税、个人所得税、消费税等。根据2019年的分配,以净投资回报贡献占据最多,共172亿元。其次 是公司税,167亿元;个人所得税,118亿元;消费税,117亿元;再是各种其他的税费。

报道指出,自2016年财年起,国家储备净投资回报贡献就 已成为政府最大的财政收入来源。

蔡庆威说道,“对我而言,我们必须谨慎行事,不要过分热衷于通过多种途径,例如上调消费税,巩固收入来源,尤其是在当今经济局势存在许多不确定因素的时刻。“

黄伟中:即使消费税上调,也有60亿配套为中低收入户缓冲

面对蔡庆威的质问,裕廊集选区议员黄伟中则回应,若独立运作,消费税固然是累退税,但却是累进的(progressive)我国整体财政和福利体系的一部分。

他也辩称,政府是透过累进税收重新分配税收和收入,尽管在提出消费税上调之下,我国政府仍有60亿定心与援助配套,协助中低收入户缓冲消费税的调涨,至少五至十年。

即使有援助配套仍会冲击家庭生计 蔡庆威:考虑征收财富税

黄伟中的回应也立即获得蔡庆威的反馈,对政府所提出的60亿定心与援助配套,蔡庆威也承认在某中程度上抵消了消费税的增长,但高消费税的事实却仍然冲击了这些家庭的生活。

因此,蔡庆威进一步提议可考虑征收财富税,作为替代高消费税的方案。

议员胡美霞也再次在国会建议政府考虑征收财富税。她指出,有些企业及个别人士因疫情赚得巨额利润,要他们缴付财富税并非不合理,不少国家也已这么做。

蔡庆威也强调,他之所以会提出上述说法,是希望借此让政府重新审视上调消费税的必要性。
