五年前裕廊化工厂爆炸案酿一死七伤 工厂与总裁认罪

五年前裕廊工业区发生一例化工厂恐怖爆炸案,导致一人死及七人伤。庭上揭露,工厂内使用一个不合格的焊接接头,导致厂房失火爆炸。工厂与其总裁已认罪。

据了解,案件发生在2015年10月12日早上9时30分左右,位于吉宁路(Tanjong Kling Road)的Leeden National Oxygen(Lnox)公司一楼的实验室。

爆炸案发生后,公司与其69岁总裁Steven Tham Weng Cheong涉嫌未采取确保员工安全和健康的必要措施,触犯工作场所安全与卫生法令之控状,如今已认罪。

《今日报》报道,据调查显示,Lnox公司在未经获准下,为了方便,将一桶桶可燃气体储存在特殊气体质量控制实验室内。

而在案发的前一年,员工正进行例行检查,发现气体泄漏指示灯出了问题,虽然未有明显被触发,但指示灯偶尔闪烁,因此指示灯在真的发生气体泄漏时可能不可靠。

而该公司员工Lee Mun Hong于2015年5月时得到了承包商的报价,欲对气体检测系统进行翻新,但迟迟未有进展。据员工所知,公司当时没有预算,建议延迟至隔年进行,却未料在公司提出隔年预算案前酿成惨案。

案发当天,死者Lim Siaw Chian身为该公司的化学师,正在实验室进行气体分析,有人目睹她曾碰过其中的调节阀组件,而该调节阀组件随后被发现内有不合格的焊接接头。

据控方表示,不合格焊接接头失效导致可燃气体泄漏,而漏出的气体可能因气体混合物摩擦生热而起火,才会酿成恐怖爆炸案。

此外,公司范围内也掀起多起爆炸。法院文件指出,最初的爆炸还伤及两名死者的同事,而火灾则导致另七名员工受伤,包括擦伤、眼球破裂、皮肤撕裂和脑出血。

对此,控方要求判处化工厂罚款38万元,公司总裁则罚款5万元。

一经定罪,公司可面临最高刑罚款高达50万元,而总裁则可能面临监禁长达两年,以及罚款高达20万元。

案件展延至明年1月12日。
