“收入少过1300元怎么过活?” 前国大教授吁不忽视社会边缘人

近日最低工资制课题在国会殿堂再次引起激辩,家庭医生Ho Ting Fei,在《海峡时报论坛》中发表文章《谁又能在少于1千300元下生活?》(Forum: How can anyone survive on less than $1,300?)

Ho Ting Fei在文内针对最低工资的辩论,表示“当务之急不应是辩称为何不应有最低工资,提出相关数据和统计支持该说法。”

她认为,与其提出数据和统计反驳最低工资制,还不如先思考为何会有人需要依靠不到1千300元挣扎生存的现实问题。

“新加坡生活成本出了名的高,人们首先应该考虑的是,一个人或一家人如何在每月不到1千300元下生活。”

她也指出,目前有3万2000左右的全职工人是急需帮忙的。每当提到最低工资制时,这些人不应仅被视为是统计数据内的数字。

“一个月1千300元并不能全然解决他们的每日所需,但却是是希望的开始。”

“如果我们无法将这3万2000名工人从低工资的坑里救出来,那与他们开始讨论提升技能一事也是于事无补。如果我们连帮助他们解决日常需求难以达到,那与他们开始讨论增加生产力也是徒劳。”

因此,她呼吁政府应该要“认清现实”(practical and realistic),不应忽视这些生活在社会边缘的国人。

Ho Ting Fei曾在国立大学(NUS)任副教授一职,有过30年的教学经验,目前正经营自己的诊所。

 

尽管Ho Ting Fei医生和工人党,都在为替低收入者能否生存感到担忧,人民行动党的部长们则在操心另一件事,即如果他们的薪水“被砍”,是不是会让人对政治职位望而却步。

自2011年人民行动党迎来史上最低支持率(60.1巴仙),当时的人民行动党政府决定在2012年减薪,安抚选民。

在宣布减薪消息两小时后,通讯及新闻部高级政务部长傅海燕则在脸书上发表了她的观点。

“当我在2006年决定从政开始,薪酬就一直不是最关键的因素,反而是失去隐私和时间、公众对于我和我家人的监督才是。”

她表示,职业生涯的中断也是其考虑因素之一,因此当她得知需要减薪时,则称自己和家人能够坚强面对着“巨大的改变”。

尽管傅海燕选择接受,但她也指出,“如果未来平衡再次被打破,那么会更难邀请到人们接受政治职位。”

政府最终通过委员会提出的部长减薪建议,根据公共服务署网站表示,初级部长的年薪降为93万5000元,含花红在内。
