梁文辉:国家财富要投资在国人 而非浮华大型项目

前进党非选区议员梁文辉,重申主权财富应适当运用,投资用在国人身上,而非浮华的大型项目。

他认为,若国家储备丰足,就不应掠夺人民积蓄,更应将部分净投资收益投入到社会中,提升我国竞争力。在外籍人士议题上,尽管认同仍需保持开放和吸引外国人才,但梁文辉也不希望被外国人淹没,“因为毕竟,作为我们自己土地的主人,我们需要控制住一切!”

“我们应该投资更多资金,来培养具有适应能力的新加坡人。 我们应该把更多的国家财富用在新加坡人身上,而不是浮华的大型项目。 富有韧性的新加坡人将能够重拾祖先的开拓进取和勤奋的精神,并为我们心爱的国家开辟一个新时代。”

梁文辉在上周国会中提及,虽然政府一直不想透露国家储备状况,但根据目前公布的资料显示,我国人民共同拥有1.35万亿元的金融资产,因此无需这么快提高消费税。

此番言论也引发朝野论战。昨日(19日)梁文辉在脸书上再次强调金融资产一事,指应善于利用现有的金融资产,将所有的资产运用有利于人民的事上。

他解释,我国在今年的净投资回报数额估计约为372亿元,自2月份宣布2020年预算案以来,因为今年金融市场表现良好,所以数额并未有任何改变。尽管从金融资产中提取520亿元协助抗疫,但估计仍获得至少372亿元的回报。

梁文辉也赞扬政府对于金融资产逐渐透明的做法,从原本的印刷本改为电子版,让更多人能够阅读。尤其在危机时刻,人民的焦虑激增,若能让人民了解我国的财务状况,能够让人民安心。与此同时,也让人民看见政府多年来卓越财务管理成绩,以及我国在危机时刻仍储备丰厚。

鉴于上述原因,他才得出日前的结论,“当我说520亿元的提取仅占我们总金融资产的3.9%或148亿元的净减少(从520亿减去372亿之后)仅占我们总金融资产的1.1%时,我只是根据数据报告,并没有丝毫轻视我们政府所付出的巨大和艰辛的努力的意思, 反而是称赞他们这些年来的卓越财务管理成绩。”

梁文辉:国家储备情况不如想象中贫瘠

这也意味着,我国的储备情况并不如一向所听闻的谣言。梁文辉话锋一转,直指在国家拥有丰厚的储备下,就不应掠夺人民的积蓄,应将部分净投资收益投入到社会中,提升我国的竞争力。

梁文辉解释,之所以会提出此建议是鉴于新加坡不如其他国家拥有丰富的自然资源或腹地保障。

“我们都非常清楚这样一个事实,即我们是一个城市国家,没有自然的资源或腹地保障我们的生存。”

尽管没有丰厚的自然资源,但好在我国的地理位置优越,能够聚集各种交易的港口,也致使我国能够坐拥万亿新元的金融财富,并将我国与挪威媲美。

应学习挪威投入部分主权财富,增强社会竞争力

梁文辉认为,不如其他独裁统治的国家,新加坡和挪威两国,都有能干的政府和有责任心的公民。

“他们不愿在发生灾难时立即分配财富,而是相信政府有能力做出正确决定。因此,以这种方式,国民的财产得到了适当的管理,维护和增加。”

即使基于种种因素使我国处于优势,但梁文辉表示,这些优势(包括石油储备和地理位置)均会耗尽或改变。为了下一代着想,应继续研究如何是使用每年逾300亿元的净投资收益,提升社会竞争力。

他举例,“挪威致力于为当代人的利益每年使用多达4巴仙的主权财富。”

未来可能还需面对外籍人士的竞争

然而,梁文辉认为未来的挑战不仅仅是日后可能面对的危机,还有来自国外的外籍人士引入政策。

他表示,由于地理和历史原因,我国无法完全排除外国人,反而是一直持有开放的态度吸引外国人才提高竞争力,但迅速诱使外国人成为我国公民并非上上之策,因为优秀的外籍人士是拥有更多的选择。

“他们当中很多人只是把新加坡当着垫脚石而已。把新加坡当成改善生活的垫脚石的人是永远无法比得上对新加坡绝对忠诚的新加坡人的。”

针对外籍人士引入,他则表明,“我们不反对外国人,但也不希望被外国人淹没,因为毕竟,作为我们自己土地的主人,我们需要控制住一切!”
