全国职工总会助理秘书长郑德源,在国会敦促政府加紧保障本土劳动力核心,除了倡议严惩履涉不公聘雇的雇主,他也认为应设立就业准证(EP)限制配额。

为回应国人对本地就业前景焦虑,迫使人力部宣布调高S准证和就业准证(EP)薪金门槛。不过就有人力资源顾问质疑,人力部此举“棋差一着”,那些外籍高管会“很乐意支付同乡更高薪资”,或扩大同乡的工作范围,以将高薪金合理化。

无独有偶,郑德源今日在国会也同样提醒,那些雇主大可根据人力部的新规定,调涨薪水或重新包装外籍雇员福利;与此同时,反而造成本地雇员和外籍人士的薪资差距。

他表示职总将监督雇主们,对于屡屡涉及不公雇佣行为的雇主/企业,人力部应撤销掉他们的税赋优惠,或不准他们参与政府招标等。

同时,人力部可公开那些屡犯规的公司名字。若企业内部有“三缺”:外籍专才比例缺平衡、缺乏栽培新加坡核心的努力和缺乏与新加坡经济社会的关联,人力部亦要予以严惩。

若上述措施仍行不通,郑德源建议政府为就业准证设下限额,分成两个层次,即薪资较优渥的高熟练专才,以及中等收入的熟练执行人员。雇主还是能招揽那些有助提升本地技术的外籍人才。

近几周外籍雇员议题闹得沸沸扬扬,特别是新印合作协议下(CECA)对国人就业造成的威胁再次引起热议,但副总理兼财政部长王瑞杰,早前坚称与他国的双边贸易协议,不会损害新加坡公民的就业机会。
