【就业准证薪金门槛调高】人力部要有街头智慧 对付顽劣雇主

本社报道,人力部将提高S准证和就业准证的薪金门槛,尽管这是好消息,但也引发各界的忧虑,特别是“上有政策,下有对策”,一些老练圆滑的雇主,总有方法规避这些僵化的政府政策。

例如人民党成员欧斯曼(Khan Osman Sulaiman)就表示,若不愿去限制就业准证在本地劳动市场的比例,仍是治标不治本;雇主懂得滥用、迂回就业准证薪金门槛,已是老生常谈。

一些网民担忧,一些雇主仍能透过“报大数”,同样高薪资聘请外籍人士,但与外籍雇员协商,领取较少薪资,不失为业界的“潜规则”。

应区分本地人和永久居民

人民之声成员林启超(Simon Lim),也指虽支持政府的薪金门槛提高举措,但也应将“本地人”更仔细区分。

林启超于26日在脸书上发文表示,对于政府的薪金门槛提高举措无任欢迎,但政府应该也要将“本地人”更仔细地区分,例如本国人和永久居民的区别。

“或许通过新的税赋、调整公积金缴费率,甚至某种形式的税收以此区分。”

他也提醒政府,人民之所以投票支持现任政府,旨在获得更好的保障。

“新加坡政府绝对不能忘记,它欠所有新加坡人一个最基本的保障。首先,新加坡人确实应该获得优先的就业机会,比起永久居民。”

此外,林启超也建议,应该对任意使用S准证和就业准证的雇主进行惩处,例如要求申请者秘密退还部分工资给雇主。

“这些行为应该予以惩处,包括对于首次犯罪实施监禁之重刑。”

他坦言,政府希望能够进一步阻止不择手段的雇主玩弄法律,“只有政府法律持有灵活和街头智慧,才能确保其有效性。想想吧。”
