人力部将调高就业准证薪金门槛 各界忧“上有政策下有对策”

最终治标不治本?

昨日(26日)人力部宣布,将进一步调整外籍雇员政策,包括提高S准证和就业准证薪金门槛。

人力部长杨莉明,在政府施政方针附录宣称,国人不论年龄、族群获性别,应获得公平就业机会。

但她也指出,外劳政策旨在协助新加坡经济增长、为国人创造更好就业机会。惟政府会定期检讨和调整。

综合本地政治人物、时评员和网民意见,尽管大家都欢迎上述举措,惟提醒“上有政策,下有对策”,必须提防雇主“走漏洞”,政府的机制理应有“街头智慧”,找出并严惩这些老练、迂回政府规定的雇主们。

其中人民党成员欧斯曼(Khan Osman Sulaiman)担忧,人力部上述举措只不过是回应民间愤怒的公关噱头。

“仅仅提升S准证和就业准证薪金门槛,无法保证强大的新加坡核心雇员团队,为本地人制造良好就业机会。”

本月初,人力部揭发47雇主招聘员工未公平对待新加坡人;30金融领域雇主聘请外籍PMET,大部分来自同一国家;再有退休银行家踢爆,一些大型、老牌外籍银行,倾向雇用外籍人士、排挤新加坡人才等,这些事件无不引起坊间哗然。

欧斯曼甚至直言,雇主懂得滥用、迂回就业准证薪金门槛,已是老生常谈。有些雇主甚至被发现,即使雇员的薪水是就业准证等级,但雇主仍能之后向雇员讨回薪资,或是实际给的薪资更少。

故此,若不愿去限制就业准证在本地劳动市场的比例,仍是治标不治本的。


一些网民担忧,一些雇主仍能透过“报大数”,同样高薪资聘请外籍人士,但与外籍雇员协商,领取较少薪资,不失为业界的“潜规则”

网民Eddify Wang认为,人力部并没有对症下药,提高门槛只是把压力转给企业,反之成本增长仍会转嫁消费者,也无法阻止那些执意造假的雇主。

为此,他建议应该强制性规定就业市场的雇佣比例,例如国人占九成等。
