As part of the gradual resumption of activities in Phase Two of Singapore’s reopening, the odd/even date entry restriction will be lifted at the top four popular markets on weekdays, starting from 13 August, said the National Environment Agency (NEA) in a statement on Tuesday (11 Aug).

The four popular markets are Geylang Serai Market, Block 104/105 Yishun Ring Road (Chong Pang Market), Block 20/21 Marsiling Lane, and Block 505 Jurong West Street 52.

Despite the lifting of the entry restriction, NEA noted that “safe distancing within the market will not be compromised as the access control system which caps the number of patrons who can be inside the market at any one time will still be in place”.

It added that the odd/even date entry restriction will remain in place on weekends.

In order to create enough space to ensure effective safe distancing within the market, the access control system was implemented at the start of the circuit breaker period at 39 popular markets which required patrons to queue outside the market once the number of patrons inside the market had reached the stipulated allowable capacity.

“As long queues started to form outside a few popular markets, the odd/even date entry restriction was also implemented on 22 April 2020 at four of the most popular markets,” the agency stated.

By implementing the odd/even date restriction, patrons with an odd last digit of their National Registration Identification Card (NRIC) or Foreign Identification Number (FIN) can only visit these markets on the odd dates of the month while patrons with an even last digit can only visit these markets on the even dates of the month.

According to the NEA, the odd/even date restriction has been effective in significantly reducing the queues outside the four markets.

“While the queue situation does vary across the four markets, there is generally little or no queues observed outside these markets on weekdays. Queues are still observed on certain weekends at some of these markets, and the crowd is generally about 20-40 per cent more on weekends than weekdays,” it added.

Hence, with the easing of odd/even date entry restriction, the agency urges patrons to visit these popular markets on a weekday instead of a weekend.

“To minimise crowding and ensure effective safe distancing, we continue to urge patrons to visit markets on weekdays wherever possible, or at the non-peak period between 10:00am to 12:00pm on weekends.

“The crowd during this time window can be up to 50 per cent less than the early morning and fresh produce continues to be available at markets up to noon,” it stated.

The NEA also explained that the “calibrated resumption of activities in the markets” is necessary for the authority to “continue keeping the likelihood of community transmission to a minimum”.

“We will monitor the situation closely and will continue to review the safe management measures at markets and hawker centres as part of the gradual re-opening,” it remarked, adding that social responsibility is critical in slowing the transmission of COVID-19.

在2021年的首次国会中,我国开启历史性的国会直播,公众可在通讯及新闻部的官方Youtube频道,全程观看当日国会议事。 目前频道设有英语口译,相信将来会拓展增加华语和马来语口译。本社发现,在本周一(4日)首次进行直播时,观看人数就已突破6万播放次数。 但是回顾2017年,当时任职的通讯及新闻部长徐芳达,在答复工人党议员毕丹星的质询表示,根据所收集的数据,国会直播的收视率仍然很低。 “即使如重要的演说如预算案,观看人数也不及当晚观看新闻摘要的百分之十,不到1巴仙的观众使用网络直播观看预算案的进程。”这也是迄今为止为什么政府一直不开放国会直播的原因。 在Youtube直播后的影片,会留下播放次数的记录,仅仅首日国会直播英语口译版,就有高达5万2526播放次数,加上原声版的1万6388人次,意味着首日就有多达6万8914人次。即便隔日的英语口译和原声版直播,观看次数也达到2万0416人次。 换言之,这样的数据似乎已打脸2017年徐芳达,指国会直播“需求不高”的说法。 本社也留意到,与首日直播相比,第二天的观看人数会比较少,个中原因很可能是观众未留意到周二仍有直播。 而在上周末,国会直播一事已被媒体大肆报道和宣传,因此观众相对知道有关本周一将会开启首次国会直播一事,但却对于第二天的直播谈论不多。 另一种解释很可能是由于周二直播开始得较早,要知道国会通常于人们办公期间开始,并且可能在下午的时间进行。 即便如此,也不能否认,新加坡国会直播仍有观众观看的事实。
