On Wednesday (22 July), Channel NewsAsia (CNA) reported comments made by Minister Masagos Zulkifli in which he expressed concern that people are starting to become complacent with regards to COVID-19 as large crowds gathered at beaches last weekend.

Mr Masagos said that the Safe Distancing Ambassadors (SDA) and Enforcement Officers (EO) have encountered many groups of more than 10 people at the beaches who were from extended families, or were friends congregating.

“A good number didn’t wear masks even when reminded saying they were eating or drinking,” he added.

The Minister was concerned that “some complacency may be setting in” during a time when everyone must keep their guard up against the COVID-19 pandemic.

Curiously, a few hours later on the same day, CNA also published an article about the Singapore Tourism Board’s (STB) new campaign, “SingapoRediscovers”, to support local lifestyle and tourism business and encourage local to explore different sides of Singapore.

The campaign aims to encourage locals to take “Singapolidays” by offering experiences, packages, and promotions for locals which highlight hidden gems around the country in order to revitalise the hard-hit tourism sector.

So while Mr Masagos is talking about how people are becoming complacent and beaches are overcrowded, the STB is pouring millions of dollars into a campaign to encourage locals to go out more around the island. The two messages appear contradictory, right?

So should people be going out or not?

杨荣文形容香港如孙悟空 逃不出佛祖手掌心

我国前外交部长杨荣文,昨日出席华侨中学“百年华诞讲座系列”。在演讲后回应一名中国学生对有关香港问题的提问,以《西游记》里的孙悟空形容香港,指孙悟空法力再高强,也翻不出中国这个如来佛的手掌心。 他认为一些港民相信从中国取得自主权的想法并不现实,且必然导向悲剧。 根据香港基本法,自回归以来维持一国两制50年不变框架,杨荣文则认为,接下来应拒绝任何暴力或违法行为,专注探讨2047年之后香港前途问题,以此凝聚共识,解决社会分化问题。 “港人可以不喜欢特首林郑月娥,但这不能改变她是特首的事实。你需要她来解决各种住房、医疗与教育问题。你可以不喜欢她,但必须与她合作,因为中央政府不会允许她辞职。如果真接受辞呈,香港也会变得不可治理。” 上述中国学生是询问杨荣文,何以港人存有抗争精神,但他们的举措无法解决问题。 杨荣文在回应中也指出,香港过去是英殖民地,教育体制中也没鼓励学生心向大陆中国,他说有香港朋友告诉他,当地许多小学和高中,大部分老师都是反中的,要赢得大学选举,立场上也必须反中,这样的思维已根深蒂固。 他指现今香港处在艰难时期,家庭、亲友和党派分裂,但如果能专注在2047年后的发展,就能找到共识。  

联合国:东南亚有组织跨国犯罪猖獗 执法不彰

联合国毒品和犯罪问题办公室(UNODC)揭露,东南亚区域跨国犯罪集团猖獗,手脚快过执法单位反应,加上贪腐和边境管制宽松等问题,已然危害区域公共安全和永续发展。 UNODC昨日(18日)在泰国曼谷,公布2019年“东南亚跨国组织犯罪:演变、成长和影响”报告,指以香港、澳门、台湾、泰国为根据地的东南亚跨国犯罪集团,势力日益壮大。 近年来,由于东南亚及邻近区域开展执法活动,该地区的大型走私犯罪团伙改变策略,将其窝点转移至边境等监管薄弱的地区。 报告指跨国犯罪集团每年靠著越来越多的毒品、假冒商品与药物买卖,以及人口贩运、野生动物与木材走私等,赚进数以百亿计美元。 其中合成毒品(synthetic drugs)成为东南亚最赚钱的非法生意。有组织犯罪集团创新他们的经营模式扩张冰毒(methamphetamine)市场,带来每年614亿美元的收益,比2013年的150亿美元高出许多。其中三分之一销往澳大利亚、日本、新西兰和韩国。 透过港、新银行洗白 由缅甸、泰国、老挝三国边境地区组成的金三角仍旧盛产海洛因,每年创收约100亿美元(约136亿新元)。 迅速扩张且管理不佳的赌场,成了犯罪集团轻松洗钱的工具,也有部分犯罪收益透过新加坡和香港的正式银行系统洗白。 UNODC称,所有组织犯罪中,毒品走私最危险、获利最丰厚,也是跨国犯罪集团发展壮大的根基。报告指,以中国、香港、泰国和澳门为据点的大型犯罪集团和金主,与来自台湾的犯罪网络以及制毒师合作,成为东南亚制造和贩运冰毒及其他毒品的主力。
