郑国明:当局仍使用传统手段 对抗如游击队般的新冠疫情

在处理流行病方面,成立跨部门工作小组来对付经常如游击队(guerrillas)一般捉摸不定的病毒,例如新冠病毒,是一种很传统、常规的做法。

显然,此次犹如“游击队”一般的新冠病毒已无声无息间踏上我们的“领土”,然而工作小组仍在忙于讨论应对不同情况的防御措施。

随着卫生部宣布我国进入橙色警戒(DORSCON),我们引来了《海峡时报》的重磅信息,“让我们为此尽一份力”,而非以往的“若身体安康,请勿戴上口罩”。

这似乎不如以往卫生局所呼吁,“不必在健康状态良好之下戴口罩”。此一消息是否显示,工作小组正在悄悄改变防御方针,将其改变为勤洗手、监测体温,以及不碰触自己的脸颊。

然而,工作委员会将警戒升级至橙色,亦充分表明,迄今为止所采取的常规策略,在对抗我们所看不见的“游击队”时显然失策。

将爆发警戒级别提升至橙色意味着,“疫情已对公共卫生从中度转移至高度影响。”

“这已出现本地传染的病例,亦有可能在全国进行广泛性的传播,但局势仍然在控制范围内。”

总理李显龙表示,“过去几天,我们已发现一些无法追踪其感染源的相关病例。这令人忧心,因为说明病毒可能已开始在我们的社群中传播。”

他补充说道,“这也是为什么警戒级别从黄色升级至橙色。”

值得质疑的是,如果感染人数并非是警戒级别的提升标准,那疫情在何种情况下才会升级至红色。

至11日累计确诊47例

自进入橙色警戒级别第四天后,我们的疫情并没有因此而缓解:

周六(2月8日),新增7起确诊病例;共40人被确诊;周日(2月9日)新增3起确诊病例;共43人被确诊;周一(2月10日),新增2起确诊病例;共45人被确诊;周二(2月11日),新增2起确诊病例;共47人被确诊.

在其47起确诊病例中,已开始出现本地传染病例。新加坡目前被视为自中国以外,出现最多确诊病例的国家,其确诊人数已超过香港澳门。

李显龙也呼吁新加坡人民应该在艰难时刻保持团结,坚决对抗,并强调“恐惧与焦虑是比新冠病毒更能引起伤害”,并称“在湖北之外,冠状病毒的的死亡率仅达0.2巴仙。”

但是,我们都想问:谁又想要当这其中的0.2巴仙?

他国对狮城发旅游警示

不幸的是,其他国家对我国已经开始有所提防,例如英国因出现确诊病例源自于新加坡后,对新加坡开始谨慎以待;马国砂拉越也要求曾到往新加坡的国民自行隔离14天;印尼则将旅游警示提升为黄色警戒;科威特与卡达尔劝诫人民在这段期间勿前往新加坡。

种种迹象显示工作委员不应再掉以轻心,然而,部长们仍称不断对现况表示已做好准备。

根据卫生部的规划与方针,“目前的重点正积极努力阻止,或限制进一步的传染。”

可是,截至目前我仍然未见采取任何有效行动能够对抗病毒。一般在橙色警戒级别下,应该暂停校际和户外活动等,直至3月底;而雇主应该每天进行至少两次的体温测试;针对大型活动,活动应该取消或推迟,或者采取预防措施如温度筛检。

目前可见有数个小型活动已取消或推迟,但今年最大型的活动,即新加坡航空展,尽管美国航空航天巨头洛克希德马丁已宣布退出活动,但活动仍如期进行。

届时,将会有来自140个国家,预计四万名与会者来到新加坡,这很可能会造成无法估计的场景。民航局应该解释为何不取消或展延航空展。

建议采取非常规的果断策略

只有采取积极的行动,并非需要依靠跨部门才能证明其工作小组正积极组织并实施计划,如果社区并没有感染,则无需进行追踪接触。

因此,目前阶段应该采取非传统策略,如人民之声领导人林鼎,曾提议关闭所有学校(包括幼儿园)两周;并暂停乐龄日托中心;暂缓三万名外籍员工返新,直至情况安全为止;下令雇主如非必要时刻,员工应两周内在家工作,以减少人员的大规模流动,并降低感染风险。

李显龙建议我们,“采取明智的预防措施,协助他人,保持冷静,继续我们的生活。”

体恤前线抗疫人员

而对于目前仍在前线作战的医护人员,工作委员会应该给予更果断的指示,而非空有其表的建议。

新加坡人民对于他们在此次危机中的积极工作深表感恩,并希望能够透过一己之力,献出薄力以减轻他们的风险与工作,同时要保护与爱护自己。

而对工作小组而言,新加坡人民的健康与生命均掌握在你们的手中,我相信你们会做出明智的决定,采取果断的行动,以确保人民的生命与健康,不要让政治凌驾于人民的健康与安全至上,亦不要让人民成为政治斗争与利益所牺牲的羔羊。
