杨莉明称改进公平考量框架 对聘雇歧视增威慑力

在2020年的开始,为能让新加坡员工获得同等的受雇机会,政府将会更新公平考量框架,对歧视国人的雇主采取更多的行动。

人力部长杨莉明在2020的第一天发文脸书,透露人力部将致力于加强工作场所的公平价值,对备受歧视的工作场所发挥更大的威慑力,因此预计将在接下來的财政预算案与国会拨款委员会做准备。

她表示,在2019年期间,收到了许多有关职场聘雇歧视的控诉,让她“于心不忍”。她说,每个员工,无论是年龄大小、用自雇形式、低工资员工进行工作的员工都应该一视同仁,能够在工作期间被公平对待,包括辞退后的公平待遇。

她认为,雇主在行情好的时候,应该分享收益,而在前景不明朗时期,政府也会持续支持公平对待员工的企业。

至于如何改进公平考量框架,杨莉明并未作出更多详细指示,据《联合早报》报道,人力部将在两周内发布更多相关详细内容。

公平考量框架是于2014年8月1日开始,旨在打击雇主招聘优先考量外籍人士的现象。根据人力部(MOM)的公平考量框架(FCF),欲聘请就业准证持有人的公司,必须在职业库发布职位空缺通告至少14天后,才能提交就业准证申请予人力部。”
