联署冀废除扣押成绩单举措 获部长回函认同检讨

此前,社运份子吴家和在脸书分享,有清寒子弟因家里经济状况因素,学校费用未缴清,致使他们只能领取小六会考(PSLE)成绩单的影印本,幸得善心人士解围才顺利获得成绩单正本。

至于教育部则透过媒体澄清,有关学生仍能继续申请中学入学,不过也证实,若学费未缴清,有关学生只能拿到影印本而不是成绩单正本,且这是该部“一贯的政策。”

此事也引来社会群体的关注,有者也发起联署,要求教育部改善措施,废除有关因欠费即扣押成绩单正本的举措。

素有乌敏岛“胡须”画家之称的陈世平发起联署,反对教育部以此当作“教育寓意”,除了会对孩子的自尊带来影响,也可能为他们带来父母没有能力或无法依赖的印象,这样的做法对子女成长并没有太大帮助。

据陈世平今日(18日)在脸书分享,上述联署已获得教育部长王乙康的关注,陈世平也公开部长的回函,电邮中部长坦言,要求家长承担小部分的费用,究竟能不能起到作用,值得探讨。

此前,教育部在官方声明中解释,此事无关乎“回收款项”,而是考量到教育费大部分都是公共拨款,那么基于一项原则,大家仍能共同承担和正视义务,不管这些费用多小。该部希望家长们一同来强化此举带出的意义。

“校方师长竭尽所能帮助清寒学生”

王乙康在回函中回应,并不认同一些人士认为校方和家长并不关心;反之,他们站在教育的最前线,竭尽所能来帮助那些来自清寒背景的学生。

“再者,对于那些认为申请财务援助困难且有贬低意味的意见,我有不同观点。任何政府计划都免不了要经过表格申请。但都不难填写,且校方职员也能为家长提供帮助。”

王乙康也不认为学生无法拿到成绩单正本,就意味着受到侮辱,反之校方对此都会较敏感。而学生照样和其他学生一样申请中学和升学。

来年国会作出回应

“但我不能排除掉那些特殊案例,再者究竟这种要求家长承担小数费用的措施是都有效,也值得质疑。所以这项措施理应检讨。”

根据有关电邮,部长表示将在来年的国会作出回应。

而陈世平也期待在新的一年,能看到扣押成绩单正本的政策能有所改变。

迄今为止,陈世平发起的联署已获得逾三千人签名。
