警称需申请准证 “乐于助人”拾荒者体验活动被迫取消
警方于今晚(13日)发声明称,在《公共秩序法》下,非营利组织“乐于助人基金”(Happy People Helping People)举办的“穿上他的鞋走一英里” (A Mile In Their Shoes)活动,需申请准证。
对此,该组织随后也在官方脸书宣布,基于警方不希望他们在无准证情况下举办,因此活动被迫腰斩。惟他们仍会在大巴窑地区协助年长拾荒者,也欢迎群众前来参与善举。
乐于助人此前广邀政治人物,体验5小时的拾荒老人的生活,从中了解这些老人所面临的困难。
其中受邀政治人物包括人民行动党以及各党派人士,而答应出席有新加坡民主党三人、革新党二人、以及前进党和人民力量党各一人。人民之声两人则表示可能参与,乐于助人也邀请了非政治人物参与。
在警方的声明中,则指乐于助人组织也特别为该活动展开募捐,而群众也能捐款给他们属意的政党,为此认为上述活动不仅仅是单纯地协助年长拾荒者,也“政治化”了社会议题。
此外,警方补充乐于助人未在沿街挨户募款法令(House to House and Street Collections Act)申请执照。
警方也认为活动可能构成群众集会,为此在公共秩序法下必须申请准证。
警方是在本月12日通知乐于助人负责人纳菲兹,提醒他申请准证。
