An accident in Potong Pasir in April this year due to the estate upgrading has led to an elderly resident being paralysed from the neck down, and which had led to a suit being filed in the High Court to claim for damages.
The contractor involved in the estate upgrading is Nippon Builders Pte Ltd.
TOC has also been informed that the family is being assisted by Mr Jose Raymond, the Chairman of the Singapore People’s Party whose personal lawyers are acting for the family in their suit against Nippon Builders.
The writ was filed in the court by lawyers from Raj Govin Law Practice who are acting on a pro bono basis for the family.
According to residents who have spoken to TOC, the incident happened sometime in April this year at Block 107 as the elderly resident was heading back home after getting his coffee at about 6am in the morning.
A notice was posted on the walls around the area after the incident looking for eyewitnesses.
Photos which TOC have also gotten show the area immediately after the incident with blood stains on the ground and also show the area being cordoned off after the incident.
A resident who spoke to TOC said that the area was cordoned off after the accident.

Area cordoned off after the accident
“If the area was still under construction, then why was it not cordoned off? It was very sloppy of the contractor, especially since this is a silver town,” a resident in the said block asked.
The resident who has been paralysed, who is in his early seventies, was in the intensive care unit at Tan Tock Seng for a few months and is now back home and being looked after by caregivers.
It is not known how Mr Jose and his lawyers were approached to help but in an earlier Facebook post, Mr Jose had stated that he had put together a panel of lawyers to assist residents of Potong Pasir in their legal needs.
When contacted, Mr Jose declined any comment on the writ and the case involving Nippon Builders and said that he has left it in the hands of his lawyers to provide assistance to the family.
When contacted, lawyer Mr S Govindaraju from Raj Govin Law Practice said that he would check with his client for any comments, but confirmed the writ has been served.
TOC has also reached out to the Ministry of Manpower to ask if there has been any investigations over the accident and if there’s been any conclusion.
Update on 6 Dec: MOM has replied, stating, ” We are looking into the case and hence, we are not able to reveal further details as investigations are still ongoing.”

Impending S&CC hike for HDB residents, Govt to provide temporary relief

A recent report by the Straits Times highlighted comments from Lim Biow Chuan, coordinating chairman for PAP town councils, suggesting that Housing Board residents can anticipate a rise in Service and Conservancy Charges (S&CC) in the near future. S&CC, which covers expenses such as estate cleaning, landscaping, refuse collection, pest control, and maintenance of mechanical and electrical fixtures like lifts and lights, last saw a rise between $1 and $17 per month, phased over two years, in 2017. Mr Lim noted that town councils are grappling with increased cost pressures due to rising energy prices, maintenance costs, and manpower costs. Energy prices have surged by 23% between 2018 and 2023, while lift maintenance costs have risen because of higher labour and material costs. The implementation of the Progressive Wage Model to uplift low-wage workers has further contributed to increased operational costs for town councils.
