香港启动《禁止蒙面规例》 明日起生效

香港特首林郑月娥今日下午约3点召开记者会,宣布引《紧急法》禁止蒙面,订立《禁止蒙面规例》,明日起生效。

她称香港示威反修订《逃犯条例》活动,已将近4个月,因修例引起的示威冲突不断,已有逾1100人受伤,包括300名执法人员,并表示“暴徒”发动有组织地破坏,使社会陷入恐慌,因此宣布引用《紧急情况规例条例》通过《禁止蒙面规例》 ,周六(10月5日)早上零时零分生效。

林郑月娥表示在新规例下,任何人身处受规管的公众集会或公众游行,或非法集结(包括暴动)或未经批准的集结时,使用可能隐藏身份的蒙面物品,即属犯罪。

“在过去接近4个月,因修例引起的示威冲突不断,不同地区发生超过400场大大小小的示威游行集会,往往会演变成暴力行为,导致超过1100 人受伤,当中有超过300名执法人员。 暴力事件频繁和激烈,暴徒有组织发动破坏,社会陷入恐慌,社会各界对香港前景感到担心。 ”

她解释,示威者在使用暴力时几乎以蒙面形式进行,目的是为了隐藏身份、逃避行责。 他相信反蒙面发有效阻止激进分子违法,并有助于警方执法。

保安局局长李家超则表示,蒙面不仅仅是穿戴口罩,更包含以颜料涂面,阻碍辨识身份的行为。

林郑月娥继称,尽管订立《禁止蒙面规例》是相当不容易的决定,但却有其必要性。 她也解释,虽然目前引用了《紧急法》但也不等于香港进入紧急状态。

律政司司长郑若骅则强调,市民是可以在不蒙面之下自由参加合法和平的公众活动,她指警方可在任何场合截停市民,要求市民除下蒙面物品,以核实市民身份, 当核实之后该市民可以继续蒙面,因此对市民影响有限,并与公安条例目的相称。

其中更有记者问及,政府引用紧急法实施蒙面法是否是为了启动《紧急法》,未来会否运用这个权力继续禁止如连登网站等及实行外汇管制,以配合警方执法。 对此,她回应紧急法的名称易带来误会,强调并非等于香港进入急紧状态,只是不希望暴力继续升级,不希望日常生活受到影响。
