耶鲁-国大学院腰斩异议课程 耶鲁大学调查称未受政府干涉

日前耶鲁-国大学院取消《新加坡的异议与抵抗》的课程一事,美国耶鲁大学对此展开调查,昨日(1日)耶鲁调查公布调查结果表示,取消决定均由校方内部决定,并无受到政府干涉。

耶鲁大学校长苏必德教授(Peter Solovey)日前委任环球策略副院长佩里克莱斯·鲁维思教授(Pericles Lewis)调查此事,鲁维斯也与相关人员会面,包括耶鲁—国大教员以及原本负责策划课程的亚菲言(Alfian Sa’at)会面,了解来龙去脉,表示课程没有影响学术自由与开放审视,取消课程是考虑到学术要求和法律问题

“在我看来,这(决定)并没有侵犯学院内任何人的学术自由。“,鲁维斯表示。

上月,耶鲁—国大学院临时取消一门名为《新加坡的异议与抵抗》的课程。有关课程将由新加坡知名剧作家亚菲言(Alfian Sa’at),与参与学生探讨本土的公民抗命模式。原计划于本月本月27日至10月5日进行,结果在开课前两周就却被喊停。

对此,耶鲁—国大学院校长陈大荣教授解释,课程“未批判性地接触多元观点,这对于探讨围绕在异议周边的政治、社会和伦理议题,去做作妥当的学术检视是需要的”。

而耶鲁一些教职员则认为,可能已侵犯学术自由与公开言论,而取消课程的行为可能隐含侵犯言论自由的意义。

据悉,该课程曾在5月31日获得初步批准,但后来因担心该课程有可能违反法律或不符合学术标准。对此,他们称已要求亚菲言修改教案,但一直没能联系上亚菲言,直到两个月后。但亚菲言则表示,并未接受校方到“清楚的指示”,如何处理相关课题。

鲁维斯阐明,尽管耶鲁-国大学院已说明理由,但课程委员应更积极参与,并提早进行风险评估,例如,不应该在8月14日未获得官方批准前,就事先宣布课程。报告也指出,关于外籍学生参加学生可能会面临的后果。他举例,如课程计划在芳林公园“模拟”一场示威可能导致外籍学生触法。

鲁维斯认为,亚菲言应获得更清楚且及时的指示,与亚菲言的交涉也应由课程委员会成员或其他高层负责监督比较恰当。

不过,鲁维斯也强调,尽管新加坡对公民自由保护意识较弱,但整体环境仍有利于创建文科学院。他走访12名耶鲁-国大学院的教职员,均表示自己的学术自由在校内确实受到保护。目前,校方也提供数门关于探讨异议的学期课程,并邀请亚菲言到校演讲。

反对成立姐妹校人士表达不满

针对报告结果,也引起许多最初反对成立耶鲁姐妹学院人士的不满。

英国教授Mark Oppenheimer告知耶鲁大学的校园刊物《耶鲁日报》,虽然该取消的课程,比起批判性思考更重视情绪性联系,但耶鲁大学显然更看重某些附属学生可能被驱逐,或他们在课堂上的表现,他说,“再次证明为什么耶鲁-国大学院是一项错误的决定。“

而东南亚艺术(Southeast Asian Art) Mimi Yiengpruksawan教授则质疑调查的公正性,调查是授权耶鲁-国大学院的创办人进行。

“我想如今是时候评估系统,让教师们有机会评估管理者的政策与行动,若在创建初期就建立这样的制度,我相信今天不会需要重新再讨论这些问题。”Mimi 表示。

对此,耶鲁大学校长苏必德教授则认为,能够理解教职员的抗议,并立即取消终止授权鲁维斯进行调查。

“耶鲁-国大学院的教职员已清楚向我表明他们的立场,这承诺也展现出该学院卓越的表现,得以成为亚洲国家内模范文学院之一,因而带来巨大的利益。”,他表示。
