“探讨如何衡量公民社会成熟度” 尚穆根疑曲解韩俐颖原意

韩俐颖在2016年在一项公民社会论坛上致词。

日前,内政部长兼律政部长尚穆根,声称新加坡在一定程度上已经面对外来势力的干预。他更点名历史学者覃炳鑫和自由新闻工作者韩俐颖等人,去年8月30日前往马来西亚吉隆坡拜会马国首相敦马,吁请后者带头把民主带到新加坡等东南亚国家。

此外,尚穆根不忘挑起,覃炳鑫与韩俐颖也曾联名申请成立公司,但使用外国资金在新加坡推动民主和人权等课题。

他更指出,韩俐颖曾在一段视频中指出,新加坡不如香港,没有50万人上街游行,她希望透过《新叙事》(New Naratif)主办课程,改变这点。

对于尚穆根的指控,韩俐颖也在个人博客指出,尚穆根所说的视频,应是指自己在2016年,于新民巷主办“公民抗命及社会运动”论坛上发表的言论。然而, 后来竟被谣传是,她希望新加坡可以像2019年的香港一样。(莫非韩俐颖有预知能力,当时就知道三年后香港的局面?)

她说,自己在2016年的言论,被一些亲行动党的网络“喷子”(troll)粉丝网页拿来断章取义和恶搞,难道部长的实际消息来源,是来自这些喷子网页?

韩俐颖还原当时说了什么

她解释,自己实际上在致词中说,如果要以香港50万上街的人数,来衡量所谓公民社会运动成功的标准,新加坡不如香港。但是,“50万人上街”(就是走上街头的人数)绝不是有效的KPI标准,来衡量一个国家公民社会的力量和成熟度,社群网络间的团结也很重要。

如果有行之有效的民主程序,那最好,就不需要有50万人上街诉求;但是一个能运作的民主,仍需要一个成熟和有韧性的公民社会。

这意味着,她从头到尾,都没讲过要靠《新叙事》课程主办的课程,来改变新加坡不如香港没50万人上街游行这点;更何况,《新叙事》迟至2017年9月才成立,在她发表相关言论时《新叙事》根本不存在。

她在博文中感叹,当自己参与本地公民社会活动的同时,也没少成为霸凌或恶搞的对象;而有关“外国势力干预”的说法,也由那些亲行动党脸书专页等宣传放大,故此如政府将来推出新法来应对“外国势力”,也不感到意外。

韩俐颖不反对应对外国势力干扰,然而它本身却被主流媒体和社媒上抹黑,甚至宣称他是激进主义者“想把新加坡变成香港”。

“有鉴于行动党在新加坡的主导地位,资源匮乏的个体如《网络公民》主编许渊臣、覃炳鑫和他,乃至《网络公民》和《新叙事》平台,根本就无法构成威胁。我们不会带人们走上街头。首先,我们没有那种打包很多鸡饭和鲍鱼粥的预算。”

此外,韩俐颖强调自己只是做好本分,做好记者工作、作为维权分子陪伴那些死刑犯家属、举办民主教室来协调一个有诚意针对国家议题对话的空间。

与此同时,她澄清《新叙事》作为一个东南亚平台,乃是透过会员、捐款和拨款等得到支持的,她坦言却又接受国外赠款,不过那是通过正当管道和审批得到的,如捐献者有意图对《新叙事》编采和运作,发挥影响力,他们也不会接受。

韩俐颖在另一脸书贴文,也分享《新叙事》是有透明原则的,每半年都会公开财务帐户和透明度报告,以及每月召开会议,让会员和任何有兴趣者,可以向管理高层提问任何疑问。

“比起那些指控者,我们采取比他们更多的透明和问责,且我们和东南亚各地的自由工作者合作,一起打造高质量的报导作品,这我可以很自豪地说出来。”
