Free disposal and early disposal incentives of $100 per registered e-scooter will be made available to encourage Personal Mobility Device (PMD) owners to dispose of their non-UL2272 devices early.
In a press release on Friday (20 September), the Land Transport Authority (LTA) stated that the government announced in August 2019 that the deadline for PMDs to comply with the UL2272 standard would be brought forward by six months from 1 January 2021 to 1 July 2020 following recent fire incidents associated with non-UL2272 devices.
Earlier in this year, the Singapore Civil Defence Force (SCDF) said that the number of fires involving electric bicycles, electric scooters and other personal mobility devices (PMDs) spiked by more than 50 per cent in 2018.
It stated in its annual Fire, Emergency Medical Services and Enforcement statistics on 22 February that there were 74 such fires last year, which was a 51 per cent increase from the 49 cases in 2017.
LTA stated that over the next six months starting 23 September 2019 to 31 March 2020, PMD owners will be able to dispose of their non-UL2272 devices at designated disposal points set up by LTA-appointed e-waste recyclers across HDB estates or at LTA’s Sin Ming Office.
It noted that e-waste recyclers appointed by LTA are trained and equipped to ensure safe disposal of PMDs as well as the recycling of any reusable materials and components, and would typically charge a fee for disposal.
It is also facilitating this disposal at no cost to existing owners, noting that non-UL2272 PMD owners should only discard their non-UL2272 devices at LTA-designated disposal points for safety reasons.
The authority stated that to be eligible for the early disposal incentive, the registered e-scooter must fulfil be registered with LTA, affixed with a Registration Mark and Identification Mark, and be disposed of at any designated disposal points by 30 November 2019.
It then noted that the Registration Mark affixed on the e-scooter is not tampered with or otherwise display the word “void” on the Registration Mark. If the Registration Mark is damaged due to wear and tear, at least one legible character on the Registration Mark must match the corresponding character on the identification Mark.
As to be eligible for the early disposal incentive, the applicant must be the registered owner recorded in LTA’s register of e-scooters and maintain a valid bank account number in Singapore for crediting the early disposal incentive.
To apply for this incentive, e-scooter owners will need to log into their SingPass/CorpPass account and submit an online application to dispose of their devices.
“Those who have successfully applied will receive an SMS acknowledgement containing a link to the schedule and locations of the disposal points, where owners can drop off their devices,” LTA said.
As for verification purposes, owners must bring proof of identity and the SMS acknowledgement. They must also ensure that their non-UL2272 e-scooters bear LTA’s registration and identification marks.
Upon verification of eligibility, LTA said that the early disposal incentive will be credited to the bank or PayNow account indicated on the application form within two weeks of dropping off the devices.

马国首相同意每周三到国会回答议员提问
