数码行业发展司设立将创一万新工作 网民质疑:本地人有份吗?

新加坡通信和信息部长易华仁(S Iswaran)于周三(6月26日)宣布,成立新的政府机构,即“数码行业发展司”,我国私人界拭目以待。当局声称在未来三年内,有望创造约一万份与科技相关的工作机会,然而普遍大众的疑问是,当中有多少就业机会能让本地人受惠?

新加坡数码行业发展司(Digital Industry Singapore,简称DISG)的成立旨在促进公私领域合作,以便协助企业跟上科技的快节奏,并且落实数码化。

易华仁指出,DISG将是企业获得与数码业相关事宜帮助的“入门首站”。企业还可以与DISG合作,以聘请人才和进入市场、建立能力和国际化。

“DISG管道中还有其他数个类似项目,这也将为新加坡的数码生态系统带来更广泛的利益,包括在未来三年内创造一万个新工作机会。”

他出席在滨海金沙湾的金沙会议展览中心举办的智慧国峰会,致辞时如是说道。

由三机构掌管

他指出,DISG已经开始运作,支持Grab在这个城市国家建立总部,据说可容纳将近3000名员工。

DISG是由经济发展局、新加坡企业发展局和资讯通信媒体发展局(IMDA)掌管,集合了三机构的45名官员。

以上三个机构在一份联合声明中指出,一万份新的工作机会将成为DISG努力的目标,包括制定新政策、指引政府在数据、人才、贸易和数码基设等领域的投资。

“除了在工程、软件和产品开发方面的技术工作,DISG预计还将创建其他职能部门的工作,如财务部、人资部、创新和业务开发等。”

创造坚固的公私领域伙伴关系

易华仁强调,DISG的成立是为了创造公私领域的伙伴关系,共享资源和知识。

“DISG旨在通过分析全球科技、行业和政策的趋势,并利用监督行业发展和监管政府的共同资源,促成一个创新且多层次的公共与私人伙伴模式。”

DISG首席数码行业执行官古玛(Kiren Kuma)透露,全球100家技术公司中,有80家位于我国,另外还有4000多家来自世界各地的本地及国际的起步公司。

“随着经发局、企发局和资媒局的互补网络、资源和计划的结合,DISG将寻求把我国建立成为一个具有深厚能力、强大基设和充满活力的环球与亚洲科技枢纽,为亚洲及其他地区创造新产品、服务、商业模式和合作伙伴关系。”

提供培训提升二科技领域

至于为未来的这些工作做好准备,DISG和资媒局将于领域和本地教育机构合作,制定培训计划和在职培训。有关的培训将专注于人工智能、网络安全、数据科学、网络工作、软件开发、用户体验设计和产品管理等领域。

此外,DISG还将研究并提升本地的两个科技领域,即消费科技和企业科技。针对消费科技,DISG将帮助企业进入不断增长的亚洲市场,以抓住包括召车、电子商务、金融科技和新媒体等领域的商机。而在企业科技方面,DISG将数码化我国经济,以便企业能在网络安全、人工智能和云端科技等方面建立新解决方案,并且扩展至国外。

在社交媒体上,网民质疑有关的一万份新工作机会,是会给予本地的国人,还是会给外国人才(FT)。

在《海峡时报》、《Today》、《CNA》和《8视界》的网民评论中,许多提到,这些工作很大可能都只让外国人才受益,而不是本地人。例如网民Joseph Tan就质问,应该揭露更多细节,比如所谓一万份新工作机会具体如何创建?

由于成立DISG的原因之一是数码化企业公司,有些网民认为这将吸引骇客入侵,导致个人详情和数据泄露事件发生。

因此,他们希望政府探索解决这些问题,而不是建立新的数码行业发展司。

另外,网友Kendra Teng 也询问,本地的起步公司是否有资格申请数码化和跟进技术的资金,以及这些公司是否能获得更高的资金。

她提出有关的问题,因为她想了解我国政府是否有优先关注到本地的企业。
