群众问是否请反对党“群策群力”? 王瑞杰左右言他

上周六(15日),副总理王瑞杰出席由民情联系组(REACH)和亚洲新闻台主办的“群策群力,共创未来”对话会。在对话会上他倡议让国民也有机会能参与制定、涉及政策,并表示第四代领导团队自踏入政坛后,就不断与各界人士交流,倾听民声、广纳民意。

在问答交流环节,就有一名大巴窑的居民询问,出席对话会的群众是如何筛选而来?是否有反对党成员获邀参与?

这名民众认为,反对党也同样是积极参与建设民主社会的公民,既然政府要落实“以行动彰显民主的社会”,也应邀请反对党合作,才能达成真正的多元化。

对此,王瑞杰是这么回答的:

“只要你的心是为了新加坡和国人好,我们可以和任何人合作。”

但他又指出,多元的观点不一定来自反对党,它可以来自方方面面,即便在内阁会议,部长们也会意见相左。

“让我们去辩论各种选项是好事。但是应避免有不同的目的,因为团结才是最重要的。迄今为止我们能引领新加坡前进,是因为我们拥有共同的目标。在共同目标下,我们可以讨论谁的方案、概念更好”。

不过,他并没有正面回应,究竟有关对话会,有没有邀请反对党成员出席、或未来有没有打算邀请。

至于对话会主持人Steven Chia则解释,并没有依据政党背景筛选对话会出席者。与会的大多涉足或在特定领域为新加坡作出贡献。

据了解,受邀者不乏非政府组织、福利团体、环保分子、工会、障友和宗教团体代表。

与会者对王瑞杰抛出涵盖社会流动、税务、社会包容性、年轻人处境等议题。

其中,与会者询问,政府改善税制的意愿,例如落实累进式的税赋例如遗产税,藉此减少社会经济鸿沟。

称没有NIRC,消费税恐怕要调涨至15巴仙

然而,王瑞杰指出他已参考许多选项,也认同“没有财政部长喜欢增税”。他指出,其实国家最大的收入不是来自所得税、企业收入税,而是净投资回报贡献(Net Investment Returns Contribution,简称:NIRC)。

王瑞杰过去曾在国会宣称,净投资回报贡献是我国收入的最大单一贡献,并且超越了所有政府收取的税收。他也重申,如果不是这笔收入,我们的消费税可能就不仅仅是调涨至9巴仙,而是15巴仙,甚至还不够。

他声称,开国先贤领袖在建国初期谨慎开销,致使我国即便没有天然资源,也有充足储备金。

如何留住人才?

也有群众提问,虽说新加坡的年轻人不必再“挨饿”,但又要如何维持国家的竞争力,以及如何把人才留下来。

对此,王瑞杰强调,新加坡如今面临着世代变迁,故此国家经济亟须转型。他说他曾到访美国硅谷,和400余位新加坡和东南亚籍人士对话,询问他们会不会回到自己的祖国?而他们也认为,硅谷虽然是很好的培训增值场所,不过新加坡始终是自己的家,父母都还在家,会选择回去。

对此,王瑞杰表示,他认为政府必须创造机会,让年轻人认同新加坡不仅仅是打工赚钱的地方,更是自己和家人亲友的纽带,把这里视为家园。

此外,针对联合国近期出台的报告警告近百万物种面临灭绝,新加坡如何应对物种灭绝危机。

对此王瑞杰表示,新加坡政府出台排碳税,响应《巴黎协议》;同时也进行许多研究,让新加坡的规划可持续发展,也赞扬国家公园局在维持生物多样性的出色工作。

“我们甚至还在高速公路上见了一座高架道,让野生动物可以过马路。”

另一方面,王瑞杰表示目前政府也和世界银行合作,以减少贫穷和实现可持续发展目标。
