人力部数据显示今年第一季度裁员人数增长

根据人力部官网公布的最新数据显示,2019年第一季的裁员人数有所增长,比起上个季度(2018年第四季)的2510人,增长至3230人。

人力部指其中电子业裁员比例在这批人数中占了18巴仙,其后则是来自服务业的批发、运输和仓储行业。

另一方面,职业空缺在连续七个季度(两年)呈现增长趋势后,却在今年三月,从2018年12月的62300个空缺,跌至5万7100个。不过人力部指职缺比例仍高于求职者,相当于每100位求职者有108份职缺待填补。

PMET裁员人数占比仍高

人力部认为,业界进行重组乃是裁员的主要原因,但运成本升高和行情不景也可能导致裁员人数增加。

其中,基于PMET在劳动人口中占比较高,该群体仍占被裁退人数中的69巴仙。

不包括外籍家庭女佣,今年第一季度的总就业人数增长达1万700人,失业率仍维持在3巴仙。

在2018年,有5400位本地PMET被裁员,是自2014年以来的最低纪录。本地长期失业(LTU)比率,即结构性失业的指标,仍维持在0.8巴仙。

电子产业显现六年来最大就业萎缩

而电子制造业的裁员使得制造领域的就业率连续两个季度下滑,电子产业领域也展现了六年来最大的就业萎缩。

“服务业是总就业增长的主要推动力,而建筑业在三年内首次就业增长,反映了公共和私营部门建筑活动的增加,”人力部表示。

今年4月,新加坡金融管理局在宏观经济评估中分析,预计贸易相关领域对经济的贡献将减少,而在全球不确定因素影响下,新加坡第一季度出现了近10年来最慢的季度增长,即1.2巴仙。

根据今年4月的国会提问,人力部长杨莉明曾表示,2018年被裁PMET,有三分之二来自正进行重组的行业,如批发、金融、保险服务、资讯工艺、专业领域等等。10之有七在援助小组帮助下,在六个月内找到工作。

杨莉明也强调,在应变与提升(A&G)计划下,协助失业者调整技能与薪资差距,其中有1万7000人获得转业,其中有56巴仙都是PMET。有五千人参加了专业人士专业计划(Professional Conversion Programme)。
