杨莉明:提高赌场入场税降嗜赌问题

自上月4日以來,圣淘沙名胜世界(Resorts World Sentosa)与滨海湾金沙酒店(Marina Bay Sands)的入场税,从原本的每日100新元一日与每年入场税2000元,各提高到150元与3000元。

人力部与第二内政部长杨莉明于周一(5月6日)的国会表示,“征收赌场入场税,有助阻止当地人的随意和冲动性赌博,并且是整套社会保障措施的一部分”。

部长杨莉明指出,自2010年至2018年期间,在价值九亿元的综合度假村扩充计划为实施前,本地访客人数已下降50巴仙。

马西岭 – 油池集选区任梓铭,针对部长杨莉明的声明,提出新加坡人民在入场税上大约的总金额。

她回答自2010至2018年期间,我国人民与永久居民占了约13亿元。期间,根据全国预防嗜赌理事会每三年的调查,我国的问题赌博和病态赌博率也从2011年的2.6巴仙下降到2017年的0.9巴仙。”

议员任梓铭也进一步询问为了有阻止嗜赌问题,是否应将年费移除,而部长杨莉明则回应,会保留年费制度,不会取消。

“资料已清楚显示,持有年费会员者皆为高收入者,对于这些顶端客户,年费会提供更多的便利性。

此外,部长杨莉明也强调,政府应加入其他条件的社会保障措施如禁止经济困难的人民进入,当作筛选标准。

他认为,当你未符合合理经济条件,你将会被禁止出入该场所。

面对议员穆仁理的提问,部长杨莉明表示,2010年至2018年期间,已从299起下降至126起,估计降了58巴仙。他说,表示嗜赌问题在我国自2010年该法案实施至今,已进入“受控”状态。

他形容,大部分犯罪组织都是“投机取巧与狡猾”,他们都以窃取其他顾客的赌博筹码、现金以及无人看管的包包。

他还说,少于20起案件是和犯罪组织是相关,而部分有关犯罪组织案件所涉及的金额约一万元至13亿元。

部长杨莉明也向议员穆仁理保证,目前警方与赌场管制局(CRA)已针对犯罪集团,积极实施与维护法律秩序。

为避免犯罪集团趁机渗入赌场,赌场管制局针对赌场员工发出有限许可证,以便管制他们。而警方则积极与各国交换赌场相关的犯罪资料,掌握最新国际消息。

称我国赌场安全措施全球最严

社会与家庭发展部长李智陞,面对议员馬马林百列集选区议员谢健平的问题,也指出已有针对赌场问题而实施的预防性措施,并会逐步增加与完善目前的预防性措施。他也保证,我国赌场安全措施是全世界赌场中最严格的措施。

他说道,“社会保障措施如禁止问题赌徒与经济困难的人民,目的是为了减少赌博所带来的负面后果。”

对于经济困难的定义是指未获解除破产者、获得政府援助者或是6个月以上的未偿还公屋租金者,将会被禁止进入赌场或是购买线上合法彩票。

然而,有许多我国民众自愿放弃进入赌场、与私人会所使用老虎机以及 登入合法彩票營運的权利,选择登记在 豁除 计划(self-exclusion plan)下。

鉴于赌场监控条例,新加坡防治問題賭博委員會拥有权力限制赌场每月的人次数量。此外,政府也积极与综合度假村合作研发新的科技,提供顾客资料,让他们能更好的控制他们的博弈开销。

李智陞还说,赌场工作人员会得到良好的训练,助于他们协助与辨认有困难的顾客。

网民:无阻嗜赌心态

透过以上的标准,他认为我国人民嗜赌问题未来可能降至一巴仙,未来政府将推出更多预防性措施,确保能将赌博问题降至最低。

对于以上观点,许多人民持有反对看法,并质问有关增加入场税是否确实对赌博问题起到作用。有部分网民认为就算提高入场税,也无法遏止赌徒继续赌博的心态,他们只会寻找其他的方式继续赌博,故提高入场税也并未会确实遏制了赌徒的行为。
