环境局拟追踪组屋住户垃圾量 未来丢垃圾或按量付费

丢垃圾也要还钱?国家环境局有意通过在垃圾槽安装射频识别(RFID)技术,追踪各个家庭丢弃的垃圾量,未来可能组屋居民连丢垃圾也要按量收费了。

《海峡时报》引述国家环境局官员郑国淞谈话,指该局目前“正进行测试,追踪一个家庭打开垃圾槽门的次数,而每一次打开舱口,只能丢入固定数量的垃圾”。

上周在肯亚举行的“2019年可持续创新博览会”,也是国家环境局环境保护政策和国际关系部主任的郑国淞,在会上说道:“希望(这项测试)能成功,那么下次我们就离‘使用者付费’的原则更近一些”。

目前,无论垃圾量多少,每个组屋家庭支付8.25元的家庭垃圾处理费。

取经自韩国

国家环境局的建议,部分仿效自韩国的家庭垃圾处理手法。韩国家户可购买指定的垃圾袋,或是将垃圾带到装有RFID识别仪器的垃圾槽,称重并向相关家庭开出付费账单。

该局发言人表示,虽然国家环境局“正不断探索鼓励居民减少废物处理量的方法”,但是该机构目前还没有计划落实“垃圾按量付费制度”(pay-as-you-throw RFID waste disposal systems)。

网民强烈批评环境局建议的新垃圾处理费,他们认为欠缺实际操作问题,并指这属于多余的费用,因为组屋居民已经支付了服务和杂费(S&C charges)。

网民:已经付了杂费

大部分对《海峡时报》文章作出回应的网民,都不赞同“垃圾按量付费”制。他们认为,作为组屋居民,每月都要支付的服务和杂费,管理收垃圾的费用应已包括在内:

“上有政策,下有对策”,就有网民想到,居民可能会为了规避较高的垃圾处理费,走到社区的公共空间丢垃圾,结果形成垃圾满溢的现象,反而加重了清洁工的工作量。

一些网民提出,需要培养国民减少废物和回收再用的文化,包括尽量减少甚至废除使用一次性塑料袋,以及政府能够实施更好的垃圾回收系统。

网民Alicia Lian分享,在加拿大求学时,发现当地每个家户楼下都有再循环垃圾箱;Onel Chung则提到,丹麦政府鼓励家户将厨余做堆肥,藉此减少垃圾,堆肥还能用在种植耕作。

一网民强调,虽然新提议的“垃圾按量付费”制度在理论是好的,但是真正落实和维修保养都可能面对棘手问题:
