否认是“选举财案” 王瑞杰:确保国家长远成功的“战略规划”

针对坊间形容2019年财政预算案乃是“选举预算案”,财政部长王瑞杰否认,并指出财案乃是确保国人长远成功的“战略规划”,而不是基于选举临近而制定。

在公布2019年财政预算案后,财政部长王瑞杰于昨日出席亚洲新闻台主办的电视论坛节目。他是在回答一名现场民众提问时这么表示。

这名民众询问政府的收支平衡,而如果自本届政府执政至今都有健康盈余,能否成为来届选举的“战略性”加分助力。

对此他澄清,“并不是因为临近选举,所以我们才拨款在特定项目”,而预算案应该是分配资源的战略规划,确保我国能长期保持活力、成功,并且对各世代都公平。

针对有者形容本届财案乃“选举财案”,他回应:如果他们的意思是很满意这次财案,那很好,不过我不是基于选举来规划的。

他补充,必须对未来世代负责。一次财案不可能解决所有问题。在制定财案前,他要和不同部门部长会面,拟定一份清单了解不同需求,再经过内阁和总理讨论后,选出需优先处理的项目。

经济学家估计国家累积盈余达150亿元

2019财政年政府整体预算收支预计出现35亿元的赤字,占国内生产总值(GDP)的0.7巴仙,而预料盈余达到21亿1600万元。

新财年的国家储备净投资回报贡献(Net Investment Returns Contributions,简称NIRC),则预计为172亿元,增加4.5巴仙。

NIRC框架是从2009年起实施,一开始只包括新加坡金融管理局和新加坡政府投资公司(GIC)的贡献。从2016年起,淡马锡控股的预期收益也被纳入框架。在这期间,NIRC年年走高,是我国收入的最大来源。

而有经济学家估计,三年来我国的累积盈余可能已达150亿元。

网民批政府好巨额储备,却吝于社会开支

有网民提到,人民行动党政府倾向保留大笔储备(也没人能得知确实数额有多少),但是却以人民可能变得懒惰、依赖政府为由,不舍得为那些真正有需要的国民拨出社会开支。

John Lim提到,反之,他们却很乐意为自己开出天价高薪,而普通百姓就只能继续汲汲营营,劳碌老去。

“对于行动党来说,老百姓都只是经济数字。为何一定要确保年长者老了还可以工作?难道他们真的很喜欢做清洁工、卖纸巾或者收纸皮?难道部长们会容许自己的父母到了7、80岁还继续工作吗?”

网民Jimmy Yeo提到,无论预算案开支怎么拨款,都不应让下一代太沉重;He Ng则质疑,既然预算案有盈余、为何还非得要调高消费税?

Ken Sei-ichi:看回过去三届选举,几乎是有迹可循,部长似乎在忽悠人民?Chong Koi Shing则提到,就像一些民众所相信的:当权者给您鸡腿,却拿走了你整只鸡。

也有网民翻出了2015年贸工部长陈振声的在丹戎巴葛集选区竞选集会致词时,提到“每个月给人民300元?对不起,不要侮辱我的选民,你以为他们接受贿赂吗?选民知道哪个候选人真正照顾选民。”

陈振声揶揄,如果你不论贫富给所有人民300元,把选举当成拍卖会啊?钱又从哪里来?政府要做的,即是资源有限也应关注在诸如低收入、夹心群体等最需要的群体,而不是信口开河说所有人300元。

“如果候选人说可以给你300元,你不如反问他,为何不给1000元?拜托,不要看小新加坡人,我们不接受贿赂。”
