旧机场路小贩申诉 社企接管后洗碗碟费涨40巴仙

位于旧机场路小贩中心,数名小贩申诉,自职总富食客接管以来,小贩们的碗碟清理费就增长了40巴仙,达到每月580元。

目前,全国114座小贩中心,其中13座由五大社会企业管理:肥雄、职总富食客、Timbre集团、Hawker Management和OTMH。

其中,职总富食客就从环境局手上接管了五座小贩中心,旧机场路小贩中心就是其中之一。

上月,本社报导也是由职总富食客管理的巴西立中路小贩中心,近10名小贩因为客流量不足、不堪负荷近两千元的附加费用,选择退出。

其中一名经营清真汉堡摊位的小贩贾哈鲁丁也反映,他向职总富食客反映了几次,摊位的排气罩有漏气问题,但是至今都没有解决。

许多小贩反对社企管理手法

许多小贩在社企接管后,面对许多原本在环境局管理下不会面对的问题,渐渐对社企管理模式感到不满。

其中一些社企设下的规定,就包括要向管理层请假修业;不能自行调整十五价格,以及终止租约还要赔“违约金”。

成功跻身新加坡米其林必比登美食指南的鱼缘美食摊主黄正勇,就直言有些小贩中心被当成私人食阁来经营,租金起了、提早退出又拿不回押金,难怪小贩会不满。

在牛车水大厦美食中心经营精致啤酒的Daniel Goh,提到他和一些有抱负的餐饮业者交谈,原本这些人有意当小贩,但发现一个月薪超过2千元的酒店厨师赚得可能必小贩还多,就打消了念头。小贩有很大部分利润都被社企征收的种种高昂费用削掉了。

Daniel Goh直言,所谓社企都是由营利企业创建的。“你要他们去经营社企生意,是由冲突的。除了迫使小贩为客户再卖得便宜些,究竟社企小贩中心哪方面回馈社会了?”

在宏茂桥小贩中心的经营多年,小贩Kelvin Ang就直言不愿在社企管理下的小贩中心工作。他担忧,很快所有小贩中心都会转型,被社企管理。

现有宏茂桥小贩中心是环境局管理,当地小贩协会协助接洽承包商洗碗碟,由小贩们自行和承包商议价。他认为,至少环境局不控制价格,这里每个人都遵循同样的标准。可是社企管理下却要自订家规,反而造成混淆。

许连碹:将对违规社企经营者采取行动

三年前,官委议员郭晓韵就对社企模式提出质疑,在国会质问环境局如何确保社企管理小贩中心,不会藉此从中牟暴利?时任环境部长维文则回答,环境局将保障小贩、清洁工和小贩助手等各造的利益。

但是三年后,社企管理的问题浮上台面,例如早前裕廊西小贩中心小贩集体脸书,要求管理层Hawker Management废除加诸小贩身上的归还托盘奖励。

通常,在非营利经营模式下,社企营销若有盈余,会与所有利益相关者分享,包括所有小贩、管理层和环境局。它必须带来社会利益,而不是只让管理层股东受惠。

然而,这些社企管理层,可以把一些服务外包给自家人,并征收高昂服务费。就如口福执行主席兼总裁庞琳,旗下子公司Hawker Management,把裕廊西小贩中心的洗碗碟服务,外包给其兄弟庞威的伟盛(Great Solution),每月洗碗盘费用可高达6万元。每位小贩需缴交的洗碗碟服务费,高达1100元。

吊诡的是,环境局在回覆媒体询问时,表示对两家公司有亲属关系“知情”,因为在计划的献议书,已明确指出伟盛是“利益相关者”,这个关系一开始就是公开的。

新科官委议员、新跃社科大学商学院副教授特斯拉博士,就对媒体直言,除非这些社企能够拿出证明,否则不要幻想社企的经营模式会有别于谋利的私人咖啡店。

他提醒,一些社企或许会避嫌,与自己相关的盈利姐妹公司保持举例,也避免谋求私利,但不是所有人会这么做。“关键在于,有些企业可假借社企之名,行谋利之实,我们有必要应该深入了解实际情况。”

另一方面,环境与水资源高级部长许连碹,也在上周五在脸书发文强调,将与各造合作解决近期浮现的种种问题,尤其是小贩因经营成本和合约条件不胜负荷。当局也着手纠正不当之处,对违例经营者,将采取行动。
