每月6万中央洗碗盘服务 口福子公司外包予兄弟公司

不堪收费负担,裕廊西小贩中心12名小贩约在今年八月,提交一份联署诉求信,呼吁环境局指示该小贩中心运营商,废除由小贩承担的奖励顾客送还托盘措施。

其中一名小贩透露,除了每月约两千元的租金和其他附加费用,承担奖励顾客归还托盘的开销,每月累积下来,有时可高达900元。

其余附加费用还包括1100元的清洁和收碗盘费、250元的服务费和300元的自动现钱机费用,致使小贩每月开销加上租金可高达4千元。

除了环境局,这份诉求信也提呈给裕廊西小贩中心的运营商,口福集团子公司Hawker Management。

然而,环境局发言人对此答复,奖励归还托盘制是小贩和Hawker Management签署合约的一部分,在签约时应清楚有此条约。

另一方面,Hawker Management 则告诉《今日报》,管理层是与摊主们合作推动奖励顾客归还餐盘,并认为这有助打造干净舒适饮食环境。不过,他们将探讨小贩们的诉求。

其中一名小贩列出每月近4千元的开销:

租金:2140元

洗碗盘费:1100元

租用现钱机:300

归还托盘奖励:约数百至900元

服务费:250元

或许有经验读者会发现,高达1千100元的洗碗盘收费,小贩几乎可以自行聘请洗碗工。

口福集团执行主席庞琳,也是草根领袖

Hawker Management的母公司口福集团,乃是巴西立-榜鹅集选区草根领袖庞琳所创立。他是榜鹅21社区中心建设基金委员会副主席,也是榜鹅北公民咨询委员会和榜鹅21社区俱乐部管理委员会的赞助人。

至于口福旗下子公司Hawker Management,把碗盘和餐桌清理服务,外包给伟盛(GreatSolutions)私人有限公司。GS控股则是前述公司的母公司,由庞琳的兄弟庞威创办。

伟盛有限公司在官网宣称,能提供大规模的中央碗盘清洗服务,在网站中也列出为多家知名本地食肆,如肥雄集团、DOME、荣寿司等等提供服务。

口福子公司把碗盘清洗外包于伟盛

根据GS Holding《2017年度报告》第44页,有关“利益相关人士”,详解口福子公司Hawker Management,乃庞威的兄弟庞琳夫妇所有。(见下图)

庞威的子公司,为Hawker Management提供“中央式内外碗盘和餐桌清理”服务,每月费用高达6万3775元。这两家兄弟公司在去年9月就签署了为期三年的合约。

与此同时,庞威自身也是草根领袖。他获得2011年新加坡总统公署公共服务勋章,以及在2013年获得人民协会长期服务奖。庞威活跃于社团,例如在海南商会任助理财政、育英中学董事会副秘书和琼海同乡会副会长等。

根据国家档案局档案,草根领袖庞威曾在2011年出席国务资政吴作栋任主宾的甘榜景万岸的社区晚宴。

谁先倡议中央洗碗盘系统?

早在2013年,时任宏茂桥集选区国会议员杨木光(没错,就是身兼“64职重任”的现任职总助理总干事),在收到”小贩们投诉洗碗工难请“的诉求,于是建议在小贩中心落实中央洗碗系统。

他认为此举能解决客工短缺问题,把洗碗盘工作外包并自动化,减轻小贩的工作量。

不过,当时裕华区31街商店小贩联谊会主席魏静君曾提出,如果中央洗碗盘系统无助减轻小贩成本,应让小贩自行选择是否参与。”对于那些习惯自己清洁碗盘的摊贩,很难去说服他们去为原本零成本的事项付费。“
