Energy Market Authority (EMA) has announced that its preliminary findings show that on 18 September, one of the power generating units at Sembcorp Cogen Pte Ltd (Sembcorp) tripped.

On 18 September 2018, there was an electricity supply disruption from 1.18am to 1.56am. About 146,500 customers were affected and supply was restored within 38 minutes.

EMA stated that the stability of the power system requires the electricity supply to constantly meet electricity demand. When a power generating unit trips, the other units in operation will increase their electricity supply automatically.

Subsequently, EMA said that one of the power generating units owned by Senoko Energy Pte Ltd (Senoko) tripped while it was ramping up additional supply. The tripping of the two power generating units resulted in insufficient electricity supply to meet demand.

In this case, the authority noted that the protection devices in the power system automatically disconnected electricity to about 146,500 consumers to rebalance the system.

To restore electricity supply, EMA said that it had instructed other standby power generating units, including unaffected units from Senoko and YTL PowerSeraya Pte Ltd, to provide additional electricity supply.

The restoration of electricity supply was done in a controlled manner to ensure the electricity system remained stable. As electricity generation increased, supply to consumers was progressively restored over 38 minutes.

Investigations are still ongoing and EMA noted that it is working with Sembcorp, Senoko and their equipment suppliers to establish why the units tripped.

“We will also look into additional measures that can be put in place to minimise the recurrence of such incidents,” it said.

“We thank the public for their patience and understanding for the inconvenience caused,” EMA added.

工人党、马林百列集选区议员暂停拜访居民活动

随着政府宣布更严谨的社交安全距离措施,以便防堵冠状病毒疫情传播,包括工人党和马林百列集选区,也宣布将暂停所有拜访居民活动。 跨政府部门抗疫工作小组落实的措施包括,把工作场所和校园外的聚集限制在10人以下、保持一米距离等,并在本月26日晚生效,预计将维持至下月30日。若疫情仍未好转,可能延长实施期限。同时,包括娱乐场所、乐龄活动、宗教活动等也被令暂停。 工人党昨日(26日)发文告表示,有鉴于政府公布的新措施,该党将在这段期间暂停拜访居民活动。 不过工人党议员和市镇会仍会继续到社区为居民们服务,惟服务团队可能缩小至一到两位的志工、职员或是非选区议员等。其他工人党议员在走动选区时也会依循减少人数、注意安全距离的措施。 该党欢迎民众可透过电邮联系选区议员们,也促请民众认真看待政府的社交距离措施,共度时艰。 至于国会议长兼马林百列区议员陈川仁,也在脸书分享一则通告,指依循政府宣布新措施,该区团队也宣布暂停拜访居民的活动,以管控疫情风险。不过他欢迎居民们仍可到会见选民活动见面,惟将做好预防措施。

人民行动党议员也恢复会见选民活动

日前,环境局宣布放宽措施,可恢复50人以下的会见人民活动(Meet the People session)。受阻断措施,会见人民活动一度暂停,以降低冠病19传染风险。 随着放宽措施宣布后,朝野政党也开始着手准备会见人民活动。本社早前报导,工人党议员做足防疫措施,恢复与民会面。行动党方面,三巴旺集选区议员、交通部长王乙康于12日在脸书上发文表示,“能够与选民面对面交流真好。” 王乙康也在帖文中强调,仍以居民安全优先,所以会强制实施体温检测和严格的社交距离,确保众人的安全。 同时,王乙康指出,为了能够提供给更多灵活性,线上会见选民活动也会持续进行,因此也呼吁选民持续支持线上会见选民活动,减少人群聚集。 除了王乙康外,另名人民行动党成员维凯,也呼吁选民多多利用线上方式联系,可以通过电邮表达他们的困扰和担忧。 碍于疫情仍未完全褪去,因此要同时处理线上和线下活动,维凯则表示会有点挑战性。 他在文末也向志愿者团队表达感谢,“非常感谢志愿者团队,为了配合不断变化的指导方针,而必须做出许多调整,即使我们身处不同地方,仍然能确保活动顺利进行。 马林百列集选区议员陈诗龙也在12日时恢复会见选民活动,并称已经采取预防措施,确保每个人的安全,也晒出了一张志愿者的照片,让他在衣服上贴了二维码。 “这包括我们的志愿者和选民,均需登记SafeEntry,并测量体温,以及为所需要的人提供足够的消毒和湿巾。”…
