官网驳网传部长薪资算法 网民吁公开薪水单

新加坡政府官网gov.sg脸书专页,上载一则文章,企图反驳日前网路上疯传的总理和部长薪资计算法。

有关文章反驳网路上指责,部长薪资的计算方法不明确,并提出在2012年国会已通过部长薪资白皮书,一切过于部长薪资的计算法都列明白皮书中。

根据官方说法, MR4初级部长年薪,乃是基本月薪+第13个月花红, 加上表现花红、年度可变花红(AVC)和国家表现花红的总和,大约为110万新元。

“如果部长表现不达标,或者国家经济表现不如预期,有关部长年薪可能少于110万新元。”

辩称总理220万年薪包含花红

其二,网传我国总理李显龙基本年薪为220万新元,加上花红等可高达450万新元。

有关文章则反驳,总理的基薪原本就设定初级部长的两倍,但是220万的年薪已包括花红。总理不领个人表现花红(总理是内阁最高领导,已没其他人可评估其表现),但是可接受国家表现花红。

全文至此,嘎然而止。这篇官方论述贴文,没有提到的是,总理获得的国家表现花红是所有内阁成员最高的,甚至可高达12个月。预计他在去年获得13个月花红(国家表现花红乘以最高六个月)。至于在2013年 ,估计他收到至少23.75个月的年度总收入,约为260万新元(月薪11万新元乘以23.75)。(参考本社早前文章:总理获最多?部长高额月份花红再掀议)。

不过,在这篇官方帖文中,网民的留言更为有趣,Samantra Ok就调侃:这就是为何为了避免猜忌和不信任,我总是给我父母看我完整的薪水单。

Shashi Kumar指出,部长们的表现应该由人民衡量,Mcgyver Rybatt则附和,那就用公民手上的选票来评估。

Jaichandra Rananujam建议,应设立供民众网络投票的平台,从1至10的等级来评估政府要员的表现,如同一般雇员要拿到花红,也需先经历一番评估。

Ryan Yap:民选的部长和政治职务者,都应该每年向民众公开他们的资产,这样才能避免无谓的猜测,或许这才比较符合“裸薪”政策?

Adrian Ho:只要他们的薪资没有公开,他们怎么说都行,别只拿初级部长作比较。敢问高级部长的所得如何?他们的薪资终究是纳税人支付的,理应对纳税人公开,不是吗?
