A female Cavalier King Charles Spaniel was found to be emaciated while under Foong’s care (Source: AVA).

A 41-year-old woman was fined $2,500 in court on Wednesday (29 August) for failure in duty of care to her pet dog.

In a press release on Wednesday, the Agri-Food & Veterinary Authority of Singapore (AVA) stated that it received a feedback on an emaciated dog in July 2017.

The authority said that investigations found that Rosario Janie Foong was the owner of the dog, and had failed to provide her pet dog with adequate and suitable food and water.

ICA stated that for failure in duty of care, offenders are liable to a maximum fine of $10,000 and/or a maximum jail term of 12 months for first convictions.

It noted that safeguarding animal welfare is a shared responsibility that needs the cooperation of all stakeholders, including the public.

ICA said that members of the public can play their part by being vigilant, noting that the public should promptly report cases of animal welfare to AVA via our 24-hour hotline, 1800-476-1600 or via its website.

It noted that providing photographic and/or video-graphic evidence will help the authority in its investigations. All information shared with AVA will be held in strict confidence.
